The EDI team supports HMRC by understanding and addressing barriers, meeting equality responsibilities, and improving colleague and organisational outcomes. This role will help HMRC understand what is working, where improvement is needed, and how decisions can be strengthened through better use of data, research and evaluation.

As the EDI Insight & Evaluation Manager, you will lead work to assess the impact of EDI activity, develop proportionate performance measures, and provide senior leaders with clear, evidence-based recommendations. You will collaborate across EDI, HR, People Analytics and Insight, policy and operational teams to translate complex information into practical options for action.

This opportunity suits candidates with experience in evidence and insight, evaluation, social research, performance management, continuous improvement, people analytics or policy. Previous EDI experience is helpful but not essential where core evidence, evaluation, communication and stakeholder skills can be demonstrated.

Key Responsibilities
Evidence, Insight and Analysis: Gather, analyse and interpret qualitative and quantitative evidence from multiple sources; identify significant patterns, disparities, risks and evidence gaps; frame analytical questions and commission specialist analysis; translate findings into practical recommendations.
Monitoring, Evaluation and Performance: Design and improve monitoring and evaluation approaches; develop logic models, outcome measures and reporting arrangements; assess intervention outcomes and value for money; support benchmarking; identify data limitations and recommend improvements.
Governance and Assurance: Produce briefings and reports for senior leaders; present balanced advice on evidence quality and risk; maintain governance arrangements; oversee evidence-related risks and prioritisation.
Collaboration and Capability: Build effective relationships across teams; communicate complex findings accessibly; build confidence in data use; promote a culture of curiosity and continuous improvement.
Data Stewardship: Promote lawful and ethical use of sensitive data; support appropriate data access and disclosure control; ensure transparency about data limitations.

Requirements

Experience
Experience of gathering, analysing and interpreting qualitative and/or quantitative evidence to identify issues, draw proportionate conclusions and make recommendations that support decision-making. Experience of developing, applying or improving approaches to monitoring, evaluation, assurance, performance management or continuous improvement. Experience of translating complex information, evidence or data into clear, practical advice, reports or presentations for senior or non-specialist audiences. Experience of building effective relationships and working collaboratively across organisational or professional boundaries to achieve shared objectives.

About You
You do not need to be a professional statistician, data scientist or existing EDI specialist. We are looking for someone who can think critically, handle ambiguity, test assumptions, recognise the limits of evidence and turn analysis into useful decisions. Relevant experience may have been gained in research, policy, HR, operational delivery, assurance, performance, evaluation, audit or continuous improvement.

Qualifications
There are no formal qualification requirements for this role. Knowledge of equality legislation, the Public Sector Equality Duty or equality analysis approaches is desirable. Experience of people analytics, workforce data, survey analysis or performance reporting is also desirable but not essential.
