About the Role
As our Financial Reporting Manager, you will hold a senior leadership position within the Shared Finance Service (SFS) supporting both the Royal Borough of Kingston and the London Borough of Sutton. You will work in a peer-led model alongside another Financial Reporting Manager, each taking lead responsibility for the financial integrity and statutory accounts of one of the two authorities.
Reporting to the Head of Financial Reporting & Control, your primary focus will be leading the annual closing process and the production of the Statement of Accounts for your assigned Council. You will provide high-level technical expertise in areas such as the balance sheet, grants, and collection fund. Acting as a key advisor to the S151 officer and Assistant Director, you will ensure the Council’s financial health is reported with precision, clarity, and strategic insight.
The Financial Reporting & Control team covers financial reporting, systems, control, and tax as part of the Finance Shared Service for both boroughs. This role offers the opportunity to contribute to a high-performing shared service that aims to add value and inspire success.
Working flexibly across Sutton and Kingston offices, the role supports a flexible working pattern including home working, with all necessary equipment provided. Both boroughs are engaged in exciting initiatives such as the London Cancer Hub and major housing regeneration projects, alongside commitments to tackling the climate emergency.

Experience
Extensive experience in closing the accounts of a large Local Authority with a deep understanding of the CIPFA Code and statutory reporting frameworks.
Proven ability to provide high-level technical financial reporting and statutory accounts expertise.
Experience working collaboratively in a shared service or multi-authority environment is desirable.

A CCAB (or equivalent) qualified professional with a strong technical understanding of Local Authority accounting.
Collaborative leader able to work closely with a peer manager to align accounting practices and provide mutual support.
Passionate about line managing, coaching, and mentoring staff to develop talent within the finance profession.
Excellent strategic communication skills, able to interpret complex legislation and provide clear, professional advice for Committee Reports and senior decision-makers.

Qualifications
CCAB qualification or equivalent professional accounting qualification.
