About the Role
This is a newly created senior leadership role at Ofcom, reflecting the growing importance of enforcement work, particularly as the Online Safety Act is implemented. Reporting directly to the Chief Executive and as a member of Ofcom’s Senior Management Team, the Group Director, Enforcement will lead the Enforcement Group, a team of around 110 colleagues. This group focuses on identifying and responding to non-compliance affecting consumers and competition across online safety, telecommunications, postal sectors, and broadcasting competition matters.
The Enforcement Group monitors complaints, analyses evidence, and takes swift action where harm is identified, including opening formal investigations, issuing penalties, and seeking redress. The group enforces both ex ante regulatory rules and ex post competition and consumer protection legislation, working closely with the Competition and Markets Authority. It also leads dispute resolution processes in telecoms, postal services, and broadcasting.
The Group Director will ensure strategic focus and coherence amid growing regulatory responsibilities and complexity. They will lead high-profile, contentious cases, making decisions and engaging with senior external stakeholders confidently. A collaborative leadership style is essential to work effectively within Ofcom’s matrixed structure and across multiple locations, fostering strong partnerships internally and externally.
Key responsibilities include leading Ofcom’s enforcement strategy, motivating and developing a diverse team, managing risk and delivery of cases and projects, building strong relationships with policy partners and legal teams, and contributing fully to Ofcom’s senior leadership and transformation programmes. The role also involves acting as an authoritative voice on strategic issues and championing Ofcom’s values to create an inclusive, high-performing culture.
Experience
- In-depth experience and understanding of competition, consumer and/or regulatory enforcement, gained in enforcement-specific roles, policy roles, regulated industries, private advisory, or government.
- Proven track record of close collaboration within senior leadership teams, contributing to joint leadership and accountability.
- Significant senior leadership experience at an Executive level, with strong skills in motivating and leading expert teams.
- Experience being accountable for decisions in high-profile, contentious areas, with confidence in decision-making and external stakeholder engagement.
- Strategic thinking and communication skills, including drafting documents subject to scrutiny and engaging senior colleagues, stakeholders, and media.
- Ability to build and maintain constructive relationships internally and externally.
- Creative problem-solving skills for complex and novel challenges.
