Introduction
The House of Commons Learning & Careers Team delivers a strategic, impactful development offer aligned to the House Strategy, enabling all staff to adapt and thrive.
The team offers modern learning that is accessible for everyone working at the House of Commons, Parliamentary Digital Service, Members and Members Staff, that enables all staff to be equipped to perform at their best whatever their role.
This central team leads on good practice for all learning and development at the House and is supported by a network of learning and development capability within business units.
The Role
This role leads and is accountable for the development and delivery of the Learning strategy for the House, ensuring it enables delivery of the House strategy, the Inclusion and Diversity strategy and aligns with Business Unit plans.
This role is the 'face' of L&D and Careers for the House both internally and externally and will be required to deliver on strategic initiatives. This requires keeping up to date with current, best practice thinking to ensure the learning and development offer for the House is modern, is a blended offer, makes use of technology as appropriate to deliver innovative approaches to learning for all.
The postholder will lead the Learning and Careers team with an initial focus on rebuilding and re-energising the team following recent changes to roles and structures across the wider People and Culture team.
Some of the responsibilities for this role include:
Developing and delivering a fit for purpose Learning strategy to enable delivery of the House and Inclusion & Diversity (I&D) strategies.
Overseeing the delivery of, and embedding of a blended Management and Leadership programme that enables the desired management and leadership culture across the House.
Leading and building the capability and maturity of the Learning and Careers professional function.
Working with the Careers team to oversee the delivery of a plan to meet future workforce needs for 'early careers', Apprentices, work experience and outreach programmes, maximising the levy.
Skills and Experience
To be successful in this role you will demonstrate:
Leadership and management skills as an effective leader who can role model positive management values and behaviours.
Experience of co-creating and delivering a L&D strategy that enables the business strategy to be successfully delivered.
Experience of building strong relationships with senior stakeholders and ensuring that L&D delivery is aligned with the needs of the business strategy, and meets customer's needs, whilst delivering value and impact.
Experience of bringing new and innovative ideas and working with others to bring those ideas to fruition, with the aim of improving the engagement and performance of individuals, teams and the wider organisation.
