About the Role
As the Head of HR Operations (Maternity cover), you will play a key role in supporting the UK's parliamentary democracy by ensuring Members of the House of Lords can carry out their responsibilities effectively. You will lead the HR Operations function, delivering high-quality, efficient, and people-focused HR services across recruitment, HR administration, pay and benefits, employee data, and HR enquiries. This fixed-term role runs until January 2028, with the possibility of extension or permanency.
Based on the historic Parliamentary Estate in Westminster, you will work within a collaborative community alongside colleagues from diverse professions, contributing to the effective running of Parliament. You will have the opportunity to shape and improve HR service delivery by driving continuous improvement through enhanced processes, service standards, and HR systems. Working closely with the wider HR Office, you will support the delivery of the People Strategy and Inclusion & Diversity Strategy.

Experience
- Proven track record managing HR Operations functions, ideally including recruitment
- Experience advising managers and delivering high-quality HR services
- Demonstrable success in developing, implementing, and evaluating HR procedures and service standards
- Experience leading continuous improvement initiatives and maximising HR systems capabilities
- Up-to-date knowledge of employment law, pay and benefits, and HR policies within complex organisations
- Strong leadership and people management skills with the ability to motivate teams and deliver consistently high standards
About you
- Excellent planning, organisational and communication skills with the ability to manage competing priorities and meet deadlines
- Strong interpersonal and influencing skills, able to build productive relationships and resolve issues pragmatically
- Commitment to promoting inclusion and diversity through HR policy, processes and service delivery
- Experience or willingness to learn about working in public sector, parliamentary or similarly complex stakeholder environments
