About the Role
As Head of Revenues, Benefits and Tackling Inequality, you will lead the strategic and operational delivery of Council Tax, Business Rates, corporate debt collection, and welfare benefits—services that affect every resident and business in the borough. You will ensure efficiency and a high-quality experience for residents while championing the design and implementation of Haringey’s new Tackling Inequality model. This role requires collaborative working across council services, external partners, and the voluntary sector. A key responsibility is owning and driving the Council’s Ethical Debt Collection Strategy, developing innovative approaches to prevent and manage resident debt, improve payment accessibility, and ensure timely access to welfare support and advice. You will set ambitious performance targets and lead cultural and operational transformation to deliver measurable improvements and savings. Advising elected Members and enacting policy priorities will be central to your remit. You will oversee the collection of over £340 million in income and the administration of £250 million in welfare benefits annually, leading a team of approximately 140 staff.

About the Team
You will join a leadership team passionate about delivering high-quality services for residents and report directly to the Delivery Director for Tackling Inequality. In this pivotal leadership role, you will manage approximately 140 staff members, with three direct reports. You will maintain strong working relationships with senior leaders across the council and key external stakeholders to ensure alignment, collaboration, and shared accountability for service outcomes.

Requirements

Experience
Proven track record of leading, motivating, and developing teams through periods of change and continuous improvement. Experience managing demanding budgets and delivering projects that generate income or achieve savings. Demonstrated ability to lead cultural and operational transformation and deliver measurable improvements.
