About the Role
As a Health & Safety Standards Development Lead, you will play a pivotal role in shaping a safer, healthier, and more resilient Westminster. You will lead the embedding of consistent health and safety standards across Westminster City Council, fostering a culture where safety, wellbeing, and accountability are central to all activities. Working closely with the Head of Corporate Health and Safety, you will design and implement strategies aligned with ISO 45001 principles and other best practice frameworks. Your responsibilities will include reviewing and enhancing existing management systems, developing new standards and policies, and ensuring occupational safety and health compliance with a forward-looking approach.
You will collaborate with teams across all directorates—from senior leaders to front-line staff—to identify needs, build capability, and embed ownership of health and safety at every level. A key part of your role will be to upskill managers, supervisors, and team leaders, ensuring they understand their responsibilities and confidently apply safe systems of work.
In this role, you will drive consistency, quality, and assurance across corporate frameworks by developing effective standards, systems, and policies that enable healthy, safe, and excellent service delivery for all staff and others affected by their activities. You will lead monitoring and health and safety management performance audits, develop key objectives and performance measures, and champion collaboration and continuous improvement to share best practices and encourage innovation.
Beyond technical expertise, this role requires influence, leadership, and impact. You will be trusted to drive change, shape corporate strategy, and represent the Council internally and externally on all health and safety matters. Experience
Extensive experience implementing ISO 45001 and other occupational health and safety management standards, with a proven track record of embedding integrated safety frameworks that drive consistency, engagement, and continuous improvement. Experience working within large and complex organisations, ideally in the public sector, with the ability to translate compliance into a positive safety culture.
Proven experience leading ISO 45001 audits, producing detailed reports, and supporting services to implement recommendations that deliver measurable improvements in performance and safety outcomes.
Strong health and safety management system review experience and a forward-thinking approach, including an interest in leveraging technology such as AI integration to enhance safety management.

Qualifications
Occupational Health & Safety qualification at EQF Level 6 or higher, such as NEBOSH or NCRQ Diploma, or NVQ/SVQ Level 6.
Chartered Member of IOSH or Full Member of IIRSM, demonstrating commitment to ongoing professional development.
Qualified ISO 45001 Lead Auditor with experience leading audits and implementing organisational health and safety standards.
