About the Role
The Government Actuary’s Department (GAD) is a non-ministerial department providing actuarial solutions including financial risk analysis, modelling and advice to support the UK public sector. This role supports the Head of Talent & Skills Development to deliver an effective, professional learning and development (L&D) function that enables a high performing organisation. The post holder will bring strong expertise, sound judgement, a proactive approach and confidence to work independently with colleagues across GAD.
You will lead the delivery and continuous improvement of key L&D projects and programmes, including the L&D Training Plan, the Actuarial Mentoring Programme and Beyond Boundaries. This involves managing these initiatives end-to-end from scoping and stakeholder engagement through to delivery, evaluation and continuous improvement.
Working closely with the Head of Talent & Skills Development, you will act as a subject matter lead on L&D across the organisation, shaping high-quality learning interventions, influencing stakeholders and helping build a high-performing learning culture.
The L&D offer will support a broad range of career pathways across GAD, recognising the different development needs of colleagues in analyst, specialist consultant and functional roles, helping them build the skills and confidence needed to progress and perform effectively.
The HR team operates within a matrix framework and is small, so you will need to work flexibly, prioritise effectively and contribute to wider people priorities where aligned with your expertise, while maintaining focus on L&D delivery, quality and impact.
Experience
- Relevant experience in learning and development or talent management.
- Experience leading and managing end-to-end L&D programmes and initiatives.
- Proven ability to engage and consult with senior stakeholders and colleagues to identify learning needs and deliver practical solutions.
- Experience designing and facilitating learner-centred training interventions.
- Good IT skills including MS Office and excellent Excel skills.
- Experience using HR management information systems and reporting (desirable).
- CIPD Level 5 qualified or willingness to undertake the qualification (essential).

Qualifications
- CIPD Level 5 qualification (or willingness to undertake).
- Good understanding of learning and development best practices.
- Knowledge of Civil Service HR policies and procedures is desirable but not essential.
