Introduction
The People and Culture Team provides a range of people related services to the staff of the House of Commons and Joint Departments (Parliamentary Digital Service and Restoration & Renewal Client Team), as well as Members of Parliament and their staff.
The Role
The People Management Team is a newly established team (in 2024) bringing together the HR Advisory, Business Partnering and HR Policy teams to create a group which is responsible for supporting the strategic and day to day HR needs of teams across the House of Commons as well as in the R&R Client Team.
- There are 2 different roles for this vacancy: 1x Policy Advisor role and 3x People Advisor roles
- We would like successful candidates to go through their CIPD level 5 (if they are not already qualified) via apprenticeship. This date is to be decided and may be staggered across successful candidates.
People Advisor:
Job overview-
Provide high volume case management support and guidance, supporting employee relations cases at all stages, attending and taking notes at meetings on the Parliamentary Estate, such as grievance and disciplinary hearings.
Support and participate in special project work such as TUPE, restructures, HR system management.
Act as first point of contact in a team to support the Lead People Partner and People Partner to provide information about HR policies and procedures to staff as appropriate.
Some of the responsibilities for this role include:
Provide timely and appropriate support and guidance to managers to HR issues.
Assist the team to deal with the HR advice services general telephone numbers, voicemails and inboxes. Cover for the HR Officer role when that post holder is absent.
Produce regular HR stats from electronic systems and link in with mangers to discuss initial actions required.
Policy Advisor:
Job overview-
Work closely with the People Policy Partner to review, develop and update HR policies within the Staff Handbook and wider HR policy guidance across the House of Commons and Joint Departments.
Provide advice to managers on the application of HR policies, enabling managers to fulfil their people management responsibilities. Supporting managers with individual employee relations casework.
Plan and co-ordinate the communication of HR policy to different audiences across the House e.g. with Inclusion & Diversity, Business Management Directors, individual teams, Trade Unions, line managers and individuals.
Some of the responsibilities for this role include:
Support the People Policy Partner to prepare policy, procedure and management guidance for the House of Commons and Joint Departments in the areas of HR operations and terms and conditions.
Support individual line managers with aspects of employee relations casework, providing timely and appropriate support and advice to managers on HR issues including the House of Commons conditions of service, employment law issues, disciplinary and grievance procedures, and performance and attendance management procedures.
Assist in the continuous review and development of the House of Commons Staff Handbook.
Research areas of HR policy including benchmarking against other comparable organisations and consideration of best practice and legal frameworks.
Skills and Experience
To be successful in this role you will demonstrate:
The following qualifications are deemed essential for this role: We expect successful applicants to be able to demonstrate professional competence at Associate level on the CIPD profession map.
Good knowledge of a range of employment legislation and HR best practise. Experience of providing advice on the rights and obligation of employers and employees arising from the contract of employment, organisational policies, procedures and practices.
Excellent interpersonal and customer service skills, including the ability to build and maintain good working relationships with a broad range of people at different levels using clear communication (oral and written).
Ability to assist managers and employees to consider inclusive approaches and solutions to issues raised. Promotes the principles of Inclusion and Diversity through their own behaviour and actions.
People Advisor only:
Experience of managing employee relations cases and providing support to managers in formal hearings, while respecting issues of confidentiality, based upon a good knowledge of a range of employment legislation.
Ability to identify and deliver practical and effective HR solutions that meet business need.
Policy Advisor only:
Well-developed communication skills, both oral and written. Able to draft written guidance clearly and concisely, using plain English, and to explain complex issues to a lay audience effectively.
Strong research skills, able to review and interpret data from a range of sources, and to identify and distil the key points as relevant for inclusion in policy development.
