About the Role
The purpose of this role is to support the Manager and team in ensuring the continuous improvement of the Plan Making Team, aiming to create a positive policy framework to manage and shape growth in the borough. This includes leading on and contributing to the review, adoption, embedding, and monitoring of the Council’s Local Plan and other planning policy documents, such as supplementary planning guidance, Article 4 directions, neighbourhood planning, annual monitoring reports, and five year housing supply. You will provide quality advice on planning policy matters to internal and external stakeholders.
Key responsibilities include reviewing, implementing, and monitoring the Local Plan, supporting internal colleagues and external stakeholders in its application, and positively influencing and responding to changes in the planning system on behalf of the Council. Reporting directly to and supporting the Plan Making Manager, you will oversee officers on a wide range of plan making projects and independently project manage or hold key responsibilities on high-profile plan making initiatives that deliver positive benefits for the borough’s communities. Effective and confident communication with internal and external colleagues, senior Council officers, Members, and Tower Hamlets communities is essential.

Experience
Demonstrable experience in spatial planning and policy making, with a proven ability to support or lead on high-profile plan making documents and initiatives. Experience establishing strong partnerships within and outside the Council is essential. The Council is approaching Examination in Public of its new Local Plan, so experience managing challenging strategic projects is highly desirable.

You will be ambitious, motivated, and ready to manage complex strategic projects. Strong communication skills are required to engage confidently with senior officers, Members, and local communities. You should be proactive in positively influencing planning system changes on behalf of the Council.
Qualifications
Eligibility for chartered membership of the Royal Town Planning Institute or a relevant postgraduate degree is required.
