About the Role
The Ministry of Justice (MoJ) Property Directorate manages one of the most diverse and complex estates in Government, including prisons, probation services, MoJ HQ, and Arm’s Length Bodies. The Property Transformation Programme is leading the delivery of new ways of working, providing dynamic and flexible workspace while reducing estate costs.

The Demobilisation Manager role is based within the Demobilisation Team of the Property Transformation Programme. This role leads the planning and delivery of complex Facilities Management (FM) contract exits across the MoJ estate, ensuring smooth transition from outgoing to incoming suppliers with minimal disruption.

Key responsibilities include leading demobilisation of Hard and Soft FM contracts, maintaining service continuity, interpreting NEC3 Term Service Contracts, managing supplier performance, ensuring auditable contract closure including TUPE and asset handover, and fostering strong stakeholder relationships. The role requires strategic oversight of operational delivery standards, risk management, contingency planning, and reporting to senior management.

This position is offered on a fixed term 12-month contract for external candidates, with potential extension subject to funding. Existing Civil Service employees may be seconded or loaned to the role under their current terms.

Requirements

Experience
- Proven experience in supplier relationship management within Facilities Management.
- Significant experience delivering FM operational services or overseeing supplier performance in complex, multi-site estates.
- Demonstrated ability to manage outsourced FM contracts with a clear understanding of operational and contractual interdependencies.
- Confident interpreting technical FM data and applying operational knowledge to service transition scenarios.
- Experience in managing demobilisation or mobilisation of outsourced FM contracts is desirable.
- Experience working within secure or regulated government environments (e.g., MoJ, NHS, Defence, Education) is advantageous.

Qualifications
- This role aligns with the Government Property Profession (GPP) Facilities Management Practitioner level.
- Technical skills sought include Customer & Client Service (Practitioner), Analytical Decision Making (Working), Sustainable Practice (Working), and Commercial Acumen (Practitioner).
- Understanding of contract management in a public procurement context, particularly NEC3/NEC4 and CCS frameworks, is desirable.
- Registration with the Government Property Profession is encouraged but not mandatory.
