About the Role
The Resilience Programme Manager will play a key management and leadership role at the centre of innovation in how London prepares for emergencies. This one-year externally funded Trailblazer Programme (with potential for extension) focuses on embedding improvements in leadership, accountability and integration across London’s resilience system. The programme supports delivery of the 2025 London resilience strategy and incorporates learning from Covid-19 and Grenfell Tower inquiry recommendations to enhance London’s resilience.

As the Resilience Manager (Trailblazers), you will lead coordination of the programme, overseeing planning, management, governance reporting and risk management. You will ensure projects align with strategic and funding requirements and deliver measurable value for funders and Londoners.

You will lead officers within the London Resilience Unit, GLA and external stakeholders including emergency services, local and national government, and community sector organisations. Reporting to the Head of Governance, Assurance and Partnerships, you will work across the London Resilience Unit to bring clarity and structure to complex delivery, manage relationships, navigate governance structures and drive progress.

The role involves project management, stakeholder engagement, reporting, evaluation and learning. You will act as the focal point for all Trailblazer activity, maintain oversight of scheduling, controls and budgets, and use tools such as earned value analysis, risk registers and benefits realisation to support performance.

Stakeholder management includes coordinating engagement, facilitating collaboration, resolving problems and overseeing contracted services to meet timescale and budget criteria.

Reporting duties include preparing clear, concise reports on project performance for senior management and stakeholders, monitoring benefits, and contributing to wider learning across the London Resilience Unit.

The role requires flexibility as incidents may require rapid priority changes. While not part of on-call arrangements, occasional support to the team may be required as delegated.

Requirements

Experience
- Experience developing a programmatic approach in challenging circumstances, ideally in a public sector or multi-agency context.
- Experience identifying, analysing and mitigating risks to work programmes.
- Familiarity with both waterfall and agile project methodologies.
- Proven ability to lead and influence across teams without direct line management.
- Experience supporting multi-agency working is essential; experience in resilience or related sectors is advantageous but not essential.
