About the Role
Old Oak and Park Royal Development Corporation (OPDC) presents an exciting opportunity to join the Enforcement and Compliance team within the Planning Directorate as a Construction Monitoring Manager on a permanent contract. OPDC is at the forefront of shaping London’s largest Opportunity Area, spanning three boroughs and including the Park Royal industrial estate and the new High Speed 2 and Elizabeth line station. This role offers a unique chance to influence how construction and development are managed and monitored in one of London’s most ambitious regeneration projects, ensuring resident amenity is protected while supporting the delivery of homes and jobs outlined in OPDC’s Local Plan.

The successful candidate will work closely with the Head of Planning Enforcement and Compliance and will initially assist in developing OPDC’s Code of Construction Practice alongside appointed consultants. Additionally, you will collaborate with borough colleagues to develop a statistical information package for comprehensive tracking of key construction management indicators across OPDC’s area.

Your responsibilities will include leading on construction management issues throughout the planning process, from pre-application to condition stages, assessing site sensitivity, and ensuring timely engagement with host boroughs and stakeholders. The role also involves conducting comprehensive inspections of live construction sites with borough colleagues to assess compliance with relevant policies and guidance.

Requirements

Experience
- Appropriate qualification in construction management and eligibility for membership of the Construction Industry Training Board (CIOB) with a record of continuing professional development.
- Demonstrable experience in construction management and monitoring, preferably within a local authority setting.
- Good understanding of the working environment of a local planning authority and Mayoral Development Corporation (MDC).
- Knowledge of local, regional, and national planning policy context, legislative framework, and construction monitoring standards and guidance.
- Excellent IT skills with the ability to track and monitor construction impacts.
