About the Role
As Safeguarding and Risk Officer within the Housing and Homelessness Service at Westminster City Council, you will play a vital role in supporting vulnerable households in temporary accommodation and applicants awaiting placements or move-on. You will be a key member of the front-line Needs, Assessment and Resettlement team, providing specialist advice and coordination on safeguarding and risk matters. Your responsibilities will include reviewing safeguarding and risk issues, maintaining accurate and proportionate records, and offering case-specific advice and professional guidance to colleagues. Acting as a key point of contact for enquiries, you will liaise with statutory partners to support information sharing and contribute to multi-agency safeguarding meetings. You will support safe placements and appropriate management arrangements by sharing relevant information with accommodation providers and producing regular reports and updates. Additionally, you will identify and escalate any risks, issues, patterns, or themes related to temporary accommodation, maintain clear case notes and decision records, and help review and develop procedures and guidance to ensure confident and consistent practice across the service.

Requirements

Experience
Proven experience managing safeguarding and risk concerns within housing, homelessness, temporary accommodation, or a similar service. Experience working with vulnerable households, adults, and children with complex needs. Demonstrated ability to collaborate with multi-agency partners and apply safeguarding legislation, policy, and procedures in practice.

About you
Strong interpersonal skills with the ability to communicate clearly and sensitively with residents, colleagues, and partner organisations. Ability to build working relationships that facilitate joint problem-solving and contribute positively to multi-agency safeguarding meetings, panels, and case conferences. Skilled in using digital case management systems and standard office software to plan, record, monitor, and report casework. Capable of managing competing demands in a fast-paced environment while maintaining accuracy and attention to detail. Committed to exercising sound professional judgement, balancing empathy with clear boundaries and defensible decision-making. Mature, reflective, and able to seek advice when needed. Resilient and professional when working in distressing, complex, or high-risk situations.

Qualifications
While specific qualifications are not detailed, candidates should have a good working knowledge of data protection, safeguarding and information-sharing requirements, homelessness legislation, and associated guidance. Westminster City Council encourages applications from Care Leavers and supports them into the workplace.
