Introduction
The Parliamentary Security Department (PSD) is responsible for physical and personnel security across both Houses of Parliament and provides support to Members and staff when away from the Estate. Its purpose is to keep Parliament safe and open for business.
PSD sets security strategy, provides expert advice and delivers an operational service. It does this in partnership with various internal and external stakeholders.
The Role
The Senior Contracts Manager is a new role, working in the Security Strategy Team but with direct links in terms of professional standards and development with the Parliamentary Commercial Directorate.
The post holder will be responsible for managing the real time interface and relationship with Tier 1 technical service suppliers on behalf of the Parliamentary Security Department and Parliamentary Commercial Directorate. Working collaboratively with strategic service suppliers to operate a number of security related operational technology contracts in line with their contractual obligations.
Some of the responsibilities for this role include:
Leading and managing commercial relationships with Board and management level members of the Tier 1 technical service suppliers, including the negotiation of variations to contractual obligations, ensuring outcomes are consistent with affordability constraints, represent value for money and are in Parliament's interests.
Maintain key performance indicators to monitor performance and exercise strong performance management protecting and promoting the long term value of the contracts.
Managing relationships to maximise benefits while minimising risk to the security of Parliament and thereby protect the long term value of the investment.
Skills and Experience
To be successful in this role you will demonstrate:
Build relationships and apply Supplier Relationship Management and strategic procurement good practice to define tender requirements and manage technology and technical services contracts, drive performance, manage risk and plan for change.
Experience of working with diverse groups of people, upholding the principles of diversity, equality and inclusion, ensuring that everyone is, at all times, treated with dignity, courtesy and respect.
As the intelligent client, demonstrate a clear understanding of the commercial drivers that influence contractual outcomes and have the ability to negotiate and influence contractual arrangements with private sector partners to deliver these.
Ability to interact and engage effectively with a range of stakeholders. Apply resilience, motivation, assertiveness and strong political/business insight to ensure key stakeholder relationships are built and maintained.
Work in partnership with a diverse group of people across organisational boundaries, collaborating effectively to ensure buy in to deliver the required business outcome is agreed.
