Introduction
The Strategic Estates (SE) team, as custodians, take great pride in looking after and improving the buildings within the Parliamentary Estate. We provide services to both the House of Commons and House of Lords on World Heritage site which attracts visitors from all over the world, making it a challenging environment where conservation meets the need to innovate and build for the future.
The work of Strategic Estates has become increasingly challenging; not only do many of the most recognizable buildings require significant work to keep them in operation, but the service also needs to prepare decant accommodation to enable longer term plans. We are preparing for Restoration and Renewal of the Palace of Westminster (R&R), and for projects elsewhere on the estate.
The Role
The SE Health and Safety Team are responsible for overseeing the CDM and construction safety compliance of all SE projects and work programmes, training staff, lead initiatives to improve the safety culture and provide assurance to risk owners that legislative and house requirements are being satisfied.
We are looking for a key role within SE for a Senior Construction Safety Advisor. Given the number of projects undertaken simultaneously, the nature of work and the environment that the work will be carried out in. You will play a key role in ensuring a safe working environment for all the people who work on SE's projects and create an environment that is conducive to normal health and well-being.
You will be one of the subject matter experts and provide assurance for project related construction safety matters or concerns, providing up-to-date advice and knowledge of legislative requirements, best practice and House policies and procedures in a construction setting.
Some of the responsibilities for this role include:
Provide assurance that SE is adhering to internal governance and applicable statutory requirements. This will include - but not be limited to - ensuring all designers comply with their duties, planning, managing & monitoring projects in the pre-construction phase, ensuring the general principles of prevention are taken into account, compiling a suitably developed H&S file, and assisting the Principal Contractor to compile a Construction Phase Plan.
Developing, compiling and reporting construction safety related Key Performance Indicators and producing investigation reports on any incidents.
Applying and where requested, assisting with the development of Parliamentary Health and Safety Standards and departmental safety arrangements.
Advising on providing, maintaining and promoting a safety compliant construction environment.
Skills and Experience
Qualifications & Memberships:
NEBOSH General and Construction Certificates or equivalent.
Tech IOSH, or similar and equivalent membership.
To be successful in this role you will demonstrate:
Experience of managing operational and strategic construction safety issues, developing and implementing improvements within an estates environment. Specialist knowledge of construction safety legislation, standards and best practice.
Builds wide reaching collaborative relationships to achieve the common goal of keeping all staff and customers safe, keeping up to date and sharing resources, information and regulations with others.
Demonstrable commitment to a work environment of mutual trust and respect, where diversity and inclusion is valued.
Able to explain plain complex technical verbal and written safety information and advice in a way that is understandable and meaningful to a range of lay and technical audiences.
Effectively manages a variety of safety issues and non-compliances, whilst complying with legislative requirements, safety principles and best practice.

The salary is inclusive of a Market Sector Allowance of £10,000 per annum for a period of two years. Please note that most job offers will be made at the minimum of the salary range, other than in exceptional circumstances.
