Introduction UK Parliament works on behalf of UK citizens to examine and challenge the work of Government, make, and shape all laws, and debate/make decisions on the big issues of the day. UK Parliament consists of the House of Commons, the House of Lords, and the Parliamentary Digital Service (a joint department of the two Houses). The Finance, Portfolio and Performance Team plays a leading role in delivering the strategy of the House of Commons Service through effective financial planning and control, monitoring organisational performance, and supporting the delivery of projects and programmes across Parliament. The business area includes a range of teams including the Enterprise Portfolio Management Office (EPMO). The Role This is a 12 month fixed term contract opportunity. You will work with the Director of Enterprise PMO and the Head of Portfolio Management in leading the strategic management and oversight of Parliament's portfolio of programmes and projects, with specific responsibility for driving effective performance reporting and business intelligence through Parliament's Quarterly Portfolio Report. You will be the key contact in engagement between the EPMO, local PMO offices, and major Projects and Programmes Some of the responsibilities for this role include: Act as a business partner to project delivery and portfolio management teams, providing guidance and support on portfolio performance and other portfolio management practices. Manage the end-to-end reporting cycle from commissioning of inputs through to the final publication of Quarterly Performance Reporting to Enterprise PMO stakeholders Prepare the regular portfolio dashboard including sound portfolio intelligence for Joint Investment Board. Support JIB's Chief Advisor (Director of Enterprise PMO), in providing robust advice to senior stakeholders and supporting decision making at a strategic level. This includes member Committees of both Houses To be successful in this role you will demonstrate: Strong data analysis skills with the ability to provide detailed analysis of trends and themes. Strong understanding of portfolio, programme, and project management principles, including an appreciation for the differences between waterfall and agile approaches. Strong interpersonal skills with the ability to establish positive working relationships and influence people at all levels within the organisation, including a challenging customer base. Ability to work successfully within a team and with those from other teams, whilst upholding the values of equality, diversity, and inclusion. Ability to think strategically, anticipating and managing high-level risks and uncertainties, impacts on investment priorities. Makes decisions or gives objective advice based on best available evidence and analysis. Able to explain complex financial and technical information in a concise and meaningful way to senior stakeholders, including the ability to produce high-quality written work. Proven ability to provide leadership, set strategic objectives, develop, and motivate teams to deliver results across formal reporting lines whilst promoting a culture of diversity and inclusion and supporting others in the delivery of their roles.
