Ofcom is the UK’s communications regulator, responsible for ensuring the UK stays connected and shaping the future of communications. You will join Ofcom’s Commercial Team, which provides valued and effective commercial and procurement support. The team plays a key role in ensuring efficient operations and delivering value for money, while adhering to public procurement law and collaborating with other public bodies.
Reporting to the Principal Procurement Manager, you will lead strategic sourcing, tendering, negotiation, and contract implementation across specific spend portfolios. You will build strong stakeholder relationships and continuously analyse and optimise costs, controls, and processes.
As a key team member, you will help achieve objectives of value for money, compliance, and excellent service delivery.
Your Key Responsibilities
- Implement procurement best practices to deliver first-class procurement and commercial services, managing ITTs and mini-competitions under Framework Agreements.
- Engage proactively with Ofcom client groups, providing effective commercial advice.
- Identify and deliver cost savings and process efficiencies.
- Deliver against commercial targets and support overall team delivery.
- Collaborate with Crown Commercial Services and other regulators/public bodies where beneficial.
- Provide additional resource for high complexity or high value projects.
- Cover colleagues’ absences to ensure deadlines are met.
- Complete adhoc requests aligned with your skills.
- Comply with all relevant Ofcom policies, procedures, and behavioural competencies.
Experience
- Demonstrable recent experience of Public Contract Regulations 2015 and the Procurement Act 2023.
- Experience in public and/or private sector procurement across a broad indirect commodity portfolio.
- Proven track record leading procurement projects including tenders and mini competitions under framework agreements.
- Successful development of procurement strategies.
- Strong analytical, procurement, contract, and risk management skills.

Qualifications
- MCIPS qualified or part qualified.
Desirable Experience
- Experience managing ICT, technology, or digital procurements.
- Familiarity with BravoSolution/Jaggaer (e-tendering tool).
- Experience using Workday (finance system).
