About the Role
As a Senior Programme Manager in Programme Management and Programme Management Office delivery, you will lead key roles in major and complex capital programmes across sectors such as Central Government, Industrial, Life Sciences, Data Centres and Defence. You will contribute to the successful delivery of these programmes on behalf of clients, ensuring strategic objectives translate into measurable business outcomes. Working across multidisciplinary teams and multiple workstreams, you will provide leadership and delivery management throughout the programme lifecycle, driving execution, managing interdependencies and ensuring alignment between programme delivery and wider business goals. You will act as a trusted advisor to clients and senior stakeholders, providing intelligent direction, operational leadership and skilled challenge in complex delivery environments. Through establishing robust governance, programme controls and delivery frameworks, you will maintain visibility of programme performance, manage risks and opportunities, and ensure effective decision-making to support successful outcomes. This role requires a credible and accomplished programme delivery professional with proven ability to deliver programmes, strong construction programme experience, and the ability to operate efficiently between programme and project-level detail while maintaining strong stakeholder relationships and driving successful outcomes.

Key Responsibilities
- Operationally lead the successful execution of small to medium scale transformation/real estate programmes and materially impact large-scale programme delivery, ensuring measurable benefits
- Assist the Programme Lead in setting vision and direction of the commission
- Empower and inspire the programme team to achieve success
- Establish and embed frameworks for programme management and control to ensure rigor and compliance
- Develop and implement robust stakeholder management plans and drive clear communication across stakeholder groups
- Create professional presentations and status reports for leadership and governance forums
- Support financial management processes including monitoring and reporting
- Lead identification and management of programme risks and integration of health and safety safeguards
- Oversee programme logs, reporting, governance, secretariat duties and communication
- Act as a first-class colleague, leading and positively contributing to team culture, promoting high performance, innovation, continuous learning and One Business culture

Requirements

Experience
- Proven programme management experience with demonstrable achievement of benefits and outcomes for clients/employers
- Ability to operate in a fast-paced, high-performing real estate programme environment with strong organisational capability
- Good command of current programme management frameworks (e.g., MSP, PMI) and disciplined governance practices
- Project delivery background with progression into programme delivery within construction environments
- Understanding of construction project delivery models, procurement routes and contracts (NEC, JCT)
- Knowledge of project controls methodologies including schedule management, cost control and risk/opportunity management at project and programme levels
- Strong stakeholder engagement and communication skills, including client interaction and presentation of data for decision-making
- Understanding of health and safety activities and legislative requirements (e.g., CDM, Building Safety Act)

Qualifications
- Education to degree or postgraduate level in a relevant technical discipline (e.g., Engineering, Construction Management, Quantity Surveying) desirable
- Professional accreditation (e.g., RICS, CIOB, APM) desirable
- Proficient in Microsoft Office Suite and programme management tools, reporting systems and digital platforms
