Hybrid working based at the Scientific Campus in Colindale, London Borough of Barnet. You will be expected to spend a minimum of 60% of your contractual working hours (approximately 3 days a week pro rata, averaged over a month) working on-site.

About the Role
We are seeking a Software Developer to join the Data & Surveillance Services Division within the Digital & Data Directorate at the UK Health Security Agency (UKHSA). You will work as part of a team responsible for developing and supporting systems that enable clinical and scientific teams to deliver health protection capabilities.
The Digital & Data Directorate provides strategic leadership in developing and managing a suite of modern, secure, data and analytical tools, services, platforms, and applications to ensure access to high-quality data and analytics internally and externally.
The Data & Surveillance Services Division leads the design, development, maintenance, and delivery of accessible and interoperable systems that improve health security outcomes. This includes supporting laboratory workflows, surveillance functions, and managing the central bioinformatics service delivering whole genome sequencing for pathogens of concern.
Key responsibilities include developing and managing software systems and services, embedding security controls in design, ensuring flexible deployment across various computational environments including UKHSA servers, high performance computing infrastructure, and commercial cloud providers such as Amazon AWS and Microsoft Azure.
You will diagnose and resolve technical problems, write clean, secure, and well-tested code, develop advanced database scripts, and manage source code repositories aligned with UKHSA technology strategy.
The role involves collaborating with colleagues to apply modern software engineering principles, develop prototypes, select rapid application development tools, and contribute to standards and policies. You will also monitor system availability, performance, and data flow, driving continuous improvements in resilience, data quality, and service delivery.
Compliance with information security and quality policies is essential, as is working with multidisciplinary teams to migrate and host applications on various platforms.

Experience
- Designing, developing, and delivering large and complex software solutions
- Writing high-quality software documentation and implementing quality coding standards within a team
- Expert knowledge of Microsoft development technologies including Visual Studio .Net
- Implementing containerised code deployment and transitioning from on-premise to cloud-native development
- Proficiency in SQL, MS SQL Server suite, and Transact-SQL
- Proven skills in at least one object-oriented programming language such as C# and intermediate knowledge of Python
- Deploying code to enterprise architectures and cloud environments, including experience with OpenShift and/or Kubernetes
- Experience with Internet Information Services (IIS), web application deployment, administration, and security
- Use of Git, GitHub Actions, or other industry-standard version control and CI/CD tools
- Understanding of software Change Control practices

Qualifications
- Bachelor's degree or higher in Computer Science, Software Engineering, Information Technology, Computer Engineering, or a closely related discipline, or equivalent professional experience demonstrating relevant knowledge and skills
- Desirable: Knowledge of Agile software development methodologies
- Desirable: Experience with Azure AD, JIRA, Confluence, Oracle PL/SQL development, pipeline development software, SQL Server Reporting Services, Power BI, PowerShell
- Desirable: Experience working in healthcare or biomedical sciences, or delivering multi-disciplinary projects within deadlines
- Desirable: Knowledge of PostgreSQL, MariaDB, NoSQL databases such as MongoDB, Cosmos DB, or Elastic
- Successful candidates must be able to obtain and maintain the required security clearance and meet nationality and residency requirements
