We have an exciting opportunity for a Specialist Capabilities Testing and Exercising Manager (SCTE) to join the Force Preparedness team. In this role, you will lead the development, delivery, and continuous improvement of a comprehensive testing and exercising programme that ensures officers and staff are prepared to respond effectively to Major Incidents and Counter Terrorism incidents.

You will manage a specialist team responsible for designing and delivering a wide range of testing and exercising activities across both single and multi-agency environments. Working closely with internal and external partners, you will oversee the creation of realistic and innovative exercise products that strengthen operational readiness, identify opportunities for improvement, and support the Force's preparedness objectives.

This is an exciting opportunity to influence the development of organisational resilience, enhance operational capability, and play a key role in ensuring BTP can deliver the highest standard of policing response when it matters most.

Key responsibilities include:
- Leading the development and delivery of BTP's testing and exercising programme with a sustainable and future-focused approach
- Managing and supporting a specialist team in planning, delivering, and evaluating testing and exercising activities
- Designing and delivering innovative testing and exercising products, including immersive digital exercises
- Providing governance, assurance, and continuous improvement across all testing and exercising activities, capturing lessons learned and driving best practice across BTP and partner organisations.

The role involves a blended working approach with both home and office-working available. The post holder will be required to work and travel across the UK, which may include overnight stays. A full UK driving licence is required as driving company vehicles may be necessary.

Requirements

Experience
- Significant experience planning, developing, delivering, and evaluating tests and exercises within policing, emergency services, resilience, or multi-agency environments
- Proven experience designing and delivering testing and exercising products
- People management experience including leading, motivating, coaching, and developing teams
- Demonstrable knowledge of UK emergency preparedness, resilience, and major incident response frameworks, including the Civil Contingencies Act and validation of emergency and contingency plans

About you
- Strong communication, organisational, and problem-solving skills
- Ability to manage competing priorities, work independently, and influence at all levels
- Ability to build strong relationships with a wide range of stakeholders
- Experience of managing a team within a Police Service, Blue Light organisation, Local Resilience Forum partner, or other Category 1 Responder Agency is desirable
- Extensive knowledge of working within a Police Service or Category 1 Responder Agency is desirable

Qualifications
- Educated to degree level in a relevant discipline or able to demonstrate substantial professional experience in testing, exercising, emergency preparedness, resilience, or a related field
