Introduction The Strategic Estates (SE) team in Parliament takes great pride in caring for and improving the buildings and services that Parliament relies upon. Strategic Estates is part of the House of Commons service; however, it provides services to the House of Lords as well. The team operates on a working World Heritage site which attracts visitors from all over the world, in a challenging stakeholder environment where conservation and the need to innovate and build for the future coincide. Strategic Estates is central to the successful operation of Parliament's buildings and services. It manages a diverse portfolio including major projects, Heritage, planning, property and Safety. Managing over 140 projects and delivering investment in infrastructure and services. The Role We are looking for a Standards Manager to join our Portfolio Management Office team. In this role you will ensure Parliament makes the most of its portfolio, programme and project management (PPPM) standards and best practice to deliver best value, compliance and consistency. Working in a team environment where communication skills are important, you will focus on managing and co-ordinating all aspects and activities associated with Project Management Standards that support the delivery of projects across the Estate. You will develop and deliver guidance and standards including the SE Project Delivery Handbook which contains the department standards for project delivery. You will be expected to work with subject matter experts and standard owners within SE and other departments across Parliament including Digital and Security, in formulating best practice in project standards and techniques You will ensure industry best practice is applied for the environment and that outcomes empower and drive a culture of continuous improvement. Some of the responsibilities for this role include: To identify and drive best practice for Project Delivery standards within SE to drive value for money aid continuous improvement in delivery. To manage the governance process for new and updates to the Project Delivery Handbook (PDH) standards including controlled implementation into business as usual. Act as the gatekeeper for the standards and associated governance process, ensuring effective configuration control of the Standards to provide evidence for assurance and approvals. Provide advice, guidance, and support on all aspects of Standards and the associated governance process. Skills and Experience Qualifications: Holds a bachelor's degree or equivalent professional qualification A qualification of at least Foundation level in at least one recognized portfolio/programme/project management method, for example, P3O, MoP, MSP, PRINCE2, APMP and evidence of having successfully applied the qualifications' learnings. To be successful in this role you will demonstrate: Knowledge and experience of the function and processes of standards management during multi-disciplinary projects. Preferably with a detailed knowledge of project management lifecycles. Experience of project and programme management including the use project management tools and techniques. Ability to effectively present complex management information, engaging stakeholders at all levels and enabling them to make decisions. Proven experience of stakeholder engagement to develop and motivate others to deliver results in a high-pressured delivery environment, promoting a culture of diversity and inclusion, maintaining good relationships with other departments across Parliament and other organisations. Highly organised, flexible and able to work under pressure; prioritising and sequencing tasks; and planning ahead to ensure deadlines are met, able to adapt to changing priorities and developing/new systems. Seeks out good practice within their field and uses it to positively challenge and continuously improve services. Experience in using continuous improvement tools and techniques to identify opportunities to improve work, learn lessons and facilitate learning and innovation.
