About the Role
Hackney’s Housing Department is undergoing transformation and we are seeking an experienced, enthusiastic, and dynamic Social Work Lead to join our new Tenancy Sustainment & Community Cohesion Service. This role operates across Housing and Adult Social Care through a matrix management arrangement.

A recent service review identified the need to enhance our approach to supporting residents with complex health and social care needs that threaten their tenancy sustainability. The strengthened Tenancy Sustainment function now includes additional specialist staff, with the Social Work Lead playing a pivotal role.

You will have a dual role: supporting the design, delivery, and continuous improvement of the Tenancy Service by acting as a vital link between Housing and Social Care, fostering collaboration and seamless joint working; and providing assessment and direct case management for a caseload of Hackney Council tenants. Your work will focus on short to medium term crisis intervention and tenancy sustainment support to reduce risks and promote resilience and recovery.

This critical position offers the opportunity to shape the direction of change as we modernise into a truly resident-centric service, prioritising accountability, fairness, and respect.

You will work closely with Housing and Social Care staff, supporting their development to better meet the needs of vulnerable residents. Your responsibilities will include service development projects, delivering training, and developing policies, procedures, and casework tools to improve support for vulnerable residents.

Key areas of focus include supporting residents who:
- Experience antisocial behaviour or domestic violence and abuse as perpetrators or victims/survivors
- Face physical and mental health challenges impacting their tenancy and wellbeing, including those lacking mental capacity or unable to return home from hospital due to living conditions
- Are hoarding or living in poor conditions related to their health and social care needs

Requirements

Experience
Proven experience working in social work with a strong understanding of safeguarding for both children and adults. Experience working within or alongside social housing and knowledge of housing supply and demand issues is highly desirable.

You are comfortable working collaboratively across Housing and Adult Social Care teams, supporting colleagues to build skills and knowledge. You are committed to delivering resident-centric services with fairness, respect, and accountability. You are proactive in service development and able to manage a complex caseload effectively.

Qualifications
You hold a UK state registered degree in Social Work, DipSW or CQSW and have been registered with Social Work England for a minimum of 3 years. You demonstrate excellent knowledge of the Care Act, Mental Health Act, Mental Capacity Act / DOLs, and safeguarding legislation.
