About the Role
We are seeking a Yellow Card Biobank Development Manager to join the Patient Safety Monitoring Function within the Safety & Surveillance group at the Medicines and Healthcare Products Regulatory Agency (MHRA). This role supports the development and long-term operation of the Yellow Card Biobank, which investigates the genetic factors influencing adverse drug reactions. Following a successful three-year pilot, the post holder will lead scoping activities and establish the operating model for the biobank's future. The role involves strategic leadership of the biobank’s development, overseeing governance and operational activities, focusing on scientific considerations such as genetic sequencing, data storage, and linkage. You will engage with senior stakeholders across UK healthcare, industry, and academia to foster national and international collaborations and develop sustainable financial models including innovative external funding streams. The MHRA is implementing a flexible hybrid working model requiring a minimum of 8 days per month on site, with flexibility up to 12 days depending on business needs.

The Safety and Surveillance Group integrates expertise on medical product safety with enforcement capabilities, supported by data and evidence generation. The Patient Safety Monitoring Function delivers a world-class vigilance system to detect and monitor safety signals for medicines, medical devices, vaccines, and blood products.
Experience
- Significant experience managing research projects including governance, risk management, assurance, financial tracking, documentation, and continuous improvement in project management processes.
- Leadership experience managing teams of professionally qualified staff, mentoring, and managing individual performance against objectives and deliverables.
- Proven ability to work effectively within complex multidisciplinary environments with excellent interpersonal skills and gravitas to earn stakeholder respect.

Qualifications
- Postgraduate degree or equivalent qualification in a relevant scientific or healthcare discipline (e.g., pharmacy, science) or a relevant healthcare professional qualification.
- Knowledge of UK biomedical research regulations and guidance.
