About the Role
An exciting opportunity has arisen for an experienced commercial leader to join the Parliamentary Commercial Department (PCD) as Commercial Deputy Director, Indirects. Working at the heart of UK Parliament, you will lead the commercial delivery of some of the most complex and high-profile construction, refurbishment, facilities management and maintenance projects across the Parliamentary Estate, including projects that support the long-term stewardship of the Palace of Westminster, a UNESCO World Heritage Site.
PCD is responsible for commercial strategy, procurement delivery, commercial policy and contract management support across both Houses of Parliament. Joining the department at a time of significant transformation, you will play a key role in shaping the future of the commercial function while helping to deliver value from Parliament's annual spend of almost £1 billion.
As the lead for the Indirects Category Management team, you will drive commercial strategy, procurement, and contract delivery across Parliament’s indirect spend categories. Acting as the commercial expert and a key adviser to senior stakeholders, you will build strong relationships across Parliament, manage commercial risks and opportunities, support policy and process development, and deputise for the Commercial Director when required. This is a highly visible, customer-facing position suited to a commercially astute leader with strong stakeholder management skills, political awareness, and a proactive, can-do approach.
Experience
- Membership of the Chartered Institute of Purchasing and Supply (CIPS) at Level 5 or equivalent expertise gained through relevant work experience
- Deep expertise in indirect categories including strategy, procurement, and contract management
- Strong commercial and procurement experience managing high-value contracts, complex projects, facilities management, and services
- Excellent knowledge of PCR2015 and PA2023 regulations
- Proven people leadership experience leading high-performing commercial or procurement teams and fostering an inclusive, collaborative culture

Qualifications
- Willingness to study for a formal qualification if required
- Qualification to Level 6 (MCIPS) would be an advantage
