About the Role
The Parliamentary Commercial Department (PCD) is seeking five proactive and commercially minded Contracts Leads to shape how contracts and supplier relationships are managed across the UK Parliament. You will work within either the Indirect Contract and Supplier Management (CSM) Category or Works CSM Category, playing a key role in securing maximum value from a diverse portfolio of strategically important contracts. These contracts support essential services and major projects across the Parliamentary Estate, including the Palace of Westminster.
This is an exciting opportunity to join a growing and ambitious commercial function responsible for around £1 billion of annual spend. You will collaborate closely with operational contract managers, project managers, suppliers, commercial specialists, and senior stakeholders to improve supplier performance, drive value for money, support transformational programmes, and embed best practice contract management across Parliament.
There are two CSM teams with different categories of spend:
Indirect CSM Category
Manage contracts covering people services, professional services, catering, Information Communications & Technology (ICT), corporate services, supply of goods and equipment, soft & hard facilities management, and heritage services.
Works CSM Category
Lead commercial contract oversight for construction, building refurbishment & maintenance, building security, and professional services such as procurement, programme and project management, cost management, and design. Contracts include complex construction projects and significant heritage elements.

Experience
- In-depth experience of contract/framework management practices and supplier relationships with the ability to communicate benefits to non-expert audiences.
- Experience working collaboratively with business stakeholders and suppliers in complex situations to deliver value for money outcomes.
- Experience in negotiations, dispute resolution, and senior stakeholder management.
- Experience in contract data management including KPI and performance reporting, pipeline production, and contract register maintenance.
- Experience building commercial capability and implementing contract management best practices.
- For Works CSM Category roles: working knowledge of construction contracts, preferably NEC4, as procurement, operational, or commercial manager.

Qualifications
- Membership of the Chartered Institute of Purchasing and Supply (CIPS) at Level 5 or equivalent expertise gained through relevant work experience.
- Willingness to study for a formal qualification if required.
- Level 6 (MCIPS) qualification is advantageous.
