Location
Hybrid working based at any of UKHSA's Core HQs: Birmingham, Leeds, Liverpool, and London (Canary Wharf). You will be expected to spend a minimum of 60% of your contractual working hours (approximately 3 days a week pro rata, averaged over a month) working at one of these offices. Our core HQ offices are modern, newly refurbished, with excellent city centre transport links and co-location with other government departments such as the Department for Health and Social Care (DHSC).

Salary
HEO National: £33,422 to £40,731 per annum, pro rata
HEO Outer London: £35,587 to £43,244 per annum, pro rata
HEO Inner London: £37,749 to £45,353 per annum, pro rata
Please note: If moving from another government department, NHS, or Local Authority, relevant starting salary principles for level transfers or promotions will apply. Otherwise, roles are offered at the pay scale minimum for the grade, with some flexibility in exceptional circumstances.

About the Role
As a Commercial Officer, you will play an important role supporting activities across a wide range of spend areas and large cross-cutting programmes focused on sourcing and contract management. This is a commercial delivery role shaping and delivering commercial solutions. You will assist with a variety of commercial activities in a dynamic and challenging environment, requiring confidence in managing complexity, applying judgement, making decisions, and collaborating effectively with team members and across the organisation.

Your role may support any of the following commercial areas:
- Commercial Allocation & Triage: Overseeing the Sourcing & Delivery pipeline, evaluating new requests to prioritise, assess, and allocate work to Sourcing & Delivery teams.
- Commercial Sourcing: Supporting the end-to-end commercial lifecycle from pre-procurement to contract management, delivering efficient procurements or programmes. This includes market analysis, engagement, inputting into sourcing strategies, and implementing procurement initiatives to achieve cost efficiencies.
- Commercial Marketplace & Catalogue Management: Managing UKHSA's Marketplace platform to enable directorates to be self-sufficient in purchasing goods and services by maintaining self-serve channels and providing supporting guidance.
- Contract Management: Delivering efficient and effective contract management services aligned to policy and best practice.

This role supports health security and public health through commercial excellence within UKHSA.

Experience
- Demonstrable knowledge and experience working in a commercial role or involvement in procurement or contract management.
- Practical experience using Finance/Purchasing systems.
- Experience of public sector procurement legislation.
- Evidence of stakeholder management skills.
- Ability to work successfully in teams and manage multiple simultaneous projects.
- Problem-solving skills and ability to respond to urgent, unexpected demands.
