About Lambeth Council Technology We need an ambitious technical and ambitious person to join us a Contract and Supplier Assurance Manager in our Technology Service at Lambeth Council. About the Role This Contract and Supplier Assurance Manager reporting to the Head of Service Operations, you will be part of the senior team within the Service Operations service. It’s a key role for us, developing and leading the supplier assurance team. The Assurance team manages our contract and procurement sourcing process. We must do this in a complaint and timely manner. The Contract and Supplier Assurance Manager is accountable for the effective management of IT contracts. The role monitors all service level agreements and key performance indicators. The manager will identify, plan and execute service improvements with suppliers. All commercial and contractual terms are negotiated by this role. Day to day Accountable for creating a high performing team of 5 staff by setting, agreeing, and monitoring personal development plans with team members, encouraging a culture of collaborative working and for advising and supervising their continuous professional development. Accountable for leading the development, maintenance, and implementation of category strategies, ensuring alignment to commissioning objectives that significantly impact Council finances and value for money. Accountable for managing third party procurement negotiations and subsequent commercial contract management for complex technology solutions and services contracts, each of which can exceed a value of £5 million annually. Collaborate with and exert influence on Directors, Senior Managers and Members as to the commercial and financial viability of differing commercial options for specific projects within complex and often, contentious environments. Manage suppliers to ensure they consistently achieve the performance standards set out in contracts and that adequate controls are in place to protect the Authority’s interests. Take a proactive approach to identifying and investigating contractual, commercial and market risks to ensure continuity of supply and protect the Authority’s interests. Lead major projects and tenders, ensuring all sourcing activity fully complies with appropriate legislation and regulation whilst also complying with Lambeth policies. Work collaboratively with incumbent suppliers and potential new entrants to identify gaps in market provision and explore opportunities to close those gaps. Contribute to the development, implementation and monitoring of procurement policy and provide support and advice to stakeholders regarding any contractual or procurement matters. Support the adoption of good practice approaches with the aim of ensuring that the Procurement function is seen as ‘best in class’. Ensure policies, procedures, documents, and workflows are kept up-to-date and remain best in class. Responsible for agreeing and working to achieve a personal development plan with the line manager and for demonstrating a continuous approach to personal professional development. The post holder should be prepared to work outside of normal hours, including attending evening meetings, and occasional weekend working. To work flexibly in undertaking the duties and responsibilities of this job and participate as required in multi-disciplinary cross-department and cross- organizational groups and task teams. To take responsibility, relevant to the post, for ensuring that Council statutes and government legislation is upheld. This includes, amongst others, Management Compliance Charter, Environmental Policy, Data Protection Act, Race Equality Action Plan, Quality Assurance Plan, Health & Safety, Sustainable Construction and Recycling. To take responsibility, appropriate to the post for tackling racism and promoting good race, ethnic and community relations. To be considered for interview, your CV and supporting statement will clearly evidence: An experienced procurement or contract officer who has operated for the technology function in a technical analysis role for large complex organisation. Able to demonstrate extensive experience of leadership in a contract and supplier assurance role preferably working within a large Local Authority or with a Service Provider providing Supplier Assurance Services to the Public Sector Must demonstrate a track record of working within effective teams delivering high quality Supplier Assurance Services that have been proved successful in meeting complex business requirements and in enabling standardization, simplification, sharing and re-use Able to demonstrate an excellent understanding of the technology services and products market in the context of UK Public Sector. Have a track record of managing complex technology procurement following UK public sector good practice and guidelines. Be educated to degree level of equivalent Be accredited to the Chartered Institute of Purchase and Supply (CIPS) Diploma in Procurement and Supply or equivalent qualification You will get extra points for Demonstrating you have researched and understand the priorities of Lambeth Council.
