St Thomas’ has one of the largest critical care units in the UK and one of the busiest emergency departments in London. It is also home to Evelina London Children’s Hospital. Evelina London cares for local children in Lambeth and Southwark and provides specialist services across south east England including cardiac, renal and critical care services. We lead a number of specialist service networks aiming to ensure children are treated locally where possible, but have access to specialist expertise when they need it. Our community services include health visiting, school nursing and support for families of children with long-term conditions. Our adult community services teams deliver care at the heart of the local communities we serve, working in partnership with GPs, local authorities and other healthcare and voluntary sector organisations. Working with our partners in Lambeth and Southwark, we are focusing on new ways of working to improve care for local patients. In February 2021 the Royal Brompton and Harefield joined Guy’s and St Thomas’ NHS Foundation Trust, bringing together world-leading expertise in the care and research of heart and lung disease. Our merger provides a once in a generation opportunity to build a lasting, world-renowned heart and lung centre, providing the highest quality care for patients and conducting world-leading research. Job overview The purpose of the Women's Services DGM is to support and deputise for the General Manager and Head of Nursing to ensure that both strategic and operational demands are met. The DGM role will be accountable to the General Manager for the delivery of clinical services within and across the directorate, for assessing the impact of change and making decisions, balancing risks and priorities, and for providing advice to the General Manager and the Directorate Management Team. The post holder will support the Clinical Director and General Manager with the development and delivery of a strategic vision and ensure service changes meet internal and external expectations and standards. The post holder will be responsible for implementing and managing systems and processes to ensure that all services are delivered in accordance with Trust-wide policies. The post has direct line management responsibility for service managers and the delivery and performance management of those services. In the first instance this will include the review and, where necessary, the development of mechanisms for performance management at service level, workforce development and representing the General Manager in their absence. Main duties of the job The Deputy General Manager for Women's Services oversees and leads significant projects of work for the Directorate, including: - Operational management of the Assisted Conception Unit, Benign Gynaecology and Maternity Services - Line management of three service managers - Governance for the services - Service improvement and transformation, including capital projects - Stabilisation and optimisation of EPIC, GSTT's new electronic health record - Financial oversight of the services - HR management and support for the Service Managers Working for our organisation Guy’s and St Thomas’ NHS Foundation Trust comprises five of the UK’s best known hospitals – Guy’s, St Thomas’, Evelina London Children’s Hospital, Royal Brompton and Harefield – as well as community services in Lambeth and Southwark, all with a long history of high quality care, clinical excellence, research and innovation. Detailed job description and main responsibilities 1. Duties and Responsibilities Operational Performance Management · Exercise delegated authority from GM and CD for development and implementation of performance management framework and resolution of day-to-day management issues within the Directorate. · Support the GM to hold Lead Clinicians, and Service Managers to account for delivery of their objectives through regular performance review meetings. · Formally deputise for the GM including in internal and Trust-wide performance meetings. · Identify early need for remedial action plans where performance targets are not met. · Responsibility for ensuring sufficient data is available in the directorate to monitor and manage performance. · Provide appropriate input and challenge to clinical and business plans where necessary to ensure high quality performance and key targets are achieved. · Work closely with the Head of Nursing and Matrons to ensure effective support services are in place for all clinical areas. · Ensure facilities and other resources are available to meet service needs, including analysing and managing space requirements. · Responsible for achievement of national and local service targets in conjunction with Directors and General Manager; monitor performance against targets, identify areas of concern and take remedial and preventative action as appropriate putting in place plans to improve performance where required. · Respond to any service target breaches in line with Trust standards and put in place remedial plans to ensure such events do not occur again · Manage the analysis of data so that the Management team has access to timely and accurate information on all key performance indicators. · Lead on the development of reporting processes from relevant information systems and integrating them into the performance management function. · In conjunction with the General Manager, analyse service data to monitor referral rates and identify changes or likely changes to this practice that may impact on the Directorate’s services. · Provide information across the Trust on performance within Directorate, including reporting performance to the Board. · Participate in and contribute to Trust wide initiatives and projects as appropriate. · Build effective networks with other departments, working in collaboration to support efficient patient flow. Management and Leadership · Leadership of the operational workforce. · Develop workforce plans which anticipate service changes and developments and which address recruitment, retention and workforce supply issues to minimise the impact of these on service delivery · Work with Lead Clinicians, Matrons and Head of Nursing, multi-disciplinary team to identify requirements for posts and sources of funding and to make decisions regarding funding for changes to roles. · Full line management responsibilities including recruitment, induction, appraisal, development and retention of staff as well as managing sickness and absence, disciplinary and performance issues that may arise. · Responsible for developing and motivating staff through effective personal leadership, ensuring views and decisions are communicated both up and down the management structure. · Supporting GMs to implement and monitor compliance within the Directorate with Trust-wide staff management policies and procedures and take remedial action with accountable managers where shortfalls occur. · Operational responsibility for staff development. · Coach and develop Service Managers and input to their annual performance appraisal in conjunction with the Lead Clinician. · Implement development plans and responsible for staff engagement. · Manage organisation change and prioritise competing demands. · Chair disciplinary, grievance and other formal panels, as and when required. Quality, Risk and Governance · Manage the implementation and delivery of governance processes for the directorate. · Undertake complaint, root cause analysis and serious incident resolution. · Ensure adherence to control processes and risk management arrangements including developing specific polices/procedures as appropriate. · Develop systems for the monitoring of compliance with internal and external governance and best practice requirements Financial Management · Act as an authorising signatory for capital and revenue budgets within limits agreed with the GM. · Ensure that all Directorate staff comply with the Trust’s Standing Financial Instructions. · Support GM in reporting on budget positions across the Directorate to support the GM to discharge his or her accountability for ensuring internal and external financial targets are achieved. · Manage resource utilisation and expenditure against control totals. Strategy, Change and Service Improvement · Support the DMT with internal strategic planning and project management. · Support the GM, Clinical Director, Clinical Leads and SMs in identifying both new opportunities for the individual services within the Directorate arising from changes in the external environment or internal innovation and potential threats and ways to respond to them. · Define and lead service improvement projects within the Directorate within agreed timeframes and financial targets. · Deliver change management and service improvement in the Directorate. · Support GM with communication around strategic development in the directorate. · Ensure that development and implementation of R&D, teaching and training programmes are included within service plans. · Proactive in identifying and addressing issues which are significant within and across directorates. · Identify opportunities for service redesign, focusing on a patient centred approach to delivery; work to develop and lead plans to improve and develop services. · Participate in Trust and area wide programmes that contribute to the modernisation of patient services. · Support the General Manager with the creation of an environment that is responsive to the changing needs and strategy of the Trust including AHSC developments, changing patterns of healthcare and healthcare commissioning. · Act as management lead for the implementation of NSF’s and other initiatives · Responsible for the delivery of agreed change and service improvement projects and initiatives. · Work with colleagues to assist in the development and implementation of R&D, teaching and training programmes as required. Person specification Education and Qualifications Essential criteria Relevant Masters, equivalent professional qualification or equivalent experience Desirable criteria Prince 2 qualification or equivalent experience Previous Experience Essential criteria Evidence of leading successful project and / or operational performance and improvement; including business case preparation, service initiation / commissioning, contract negotiation, and the development and monitoring of output and outcome measures. Extensive operational leadership experience in large complex organisations, including design, development, implementation and management of change in a multiple stakeholder environment. Experience of managing large, multi-stranded budgets from a range of income sources and demonstrable evidence of individual, team, financial, process and change management. Desirable criteria Highly developed knowledge and understanding of the changing NHS environment, strategy, and policy agendas. Skills/Knowledge/Ability Essential criteria Excellent interpersonal, communication (written, oral, presentation, facilitation), networking and negotiation skills with a track record in consistently delivering performance targets and writing complex business cases, policies and change. Excellent management skills including motivating and coaching staff.
