Head of Finance x 2 HOS2 £64,746 to £83,202 pa Permanent, full time contract Enfield Council is a dynamic local authority driven by a clear vision of how we will transform the borough, address inequality and create a lifetime of opportunities for everyone who lives, works and learns in Enfield. Following the recent restructure of the finance function, we are looking to appoint two Heads of Finance across the following services: One role will support People, (Adult Social Care & Public Health; Children Services & Education) and the second Environment and Communities; Temporary Accommodation and Housing Gateway Limited. As Head of Finance, you will be supporting the Director of Finance - Corporate to provide budget management, planning and reporting support to directorates, to meet statutory and best practice financial requirements, and promote the Council’s corporate plan and values. Key responsibilities include: - Providing high quality professional advice to the Director of Finance - Corporate, Executive Directors (including the S151 Officer), Chief Executive, Members, Committees and external bodies on all finance matters related to the functions of the Council. - Ensuring that Directorate Management Teams and the budget managers in the directorate have access to sound and timely financial advice on policy and strategic issues and be responsible for developing and enhancing the financial management competencies of budget managers. - Providing the financial lead on revenue and capital (where appropriate) budget proposals and ensure that there is compliance with the Council’s constitution and financial framework. - Report writing, including completion of regular corporate monitoring reports and other ad hoc reports for Service Directors, the Executive Management Team (EMT) and Members. - Financial modelling and analysing data to inform decision making and long-term business planning - Leading, managing and developing the finance team to ensure robust support for the organisation, drive forward improvements, and to ensure an ability to be flexible with changing demands. - Leading on closure of accounts processes including closure preparations and audit requirements in accordance with the closing timetable, guidance and statutory publication deadlines. To be suitable for the role you need to be a qualified accountant (CCAB, CIMA or equivalent). You will have substantial experience of successful strategic financial management, financial planning, and budget preparation as well as delivering finance service improvements and supporting the delivery of strategic projects and initiatives.
