About the Role
The Head of People is a senior leadership role within the People and Culture function at the Serious Fraud Office. You will lead a broad, high-impact and customer-focused People service, working closely with the Chief People Officer and Head of Culture. Leading a team of highly capable functional leads, you will deliver operational excellence, strategic insight and measurable value across talent acquisition, people operations, employee relations, case management, people data and insights, HR information systems, and continuous improvement.
This role ensures managers and leaders receive timely, practical and evidence-based support to resource, manage and develop their services effectively. It balances the delivery of high-quality transactional HR services with strategic workforce planning, customer-focused service standards and a strong emphasis on data, insight and performance.
A key priority is supporting the development and optimisation of the HR information system (Oracle), enhancing people data, workflows, reporting and manager self-service to enable better decisions and more efficient service delivery.
The Head of People will deputise on all people management matters in the absence of the Chief People Officer.
Key responsibilities include:
- Leading and developing a team of functional leads across talent acquisition, people operations, data and insights, employee relations, case management and HR systems
- Ensuring effective delivery of high-quality transactional, advisory and strategic People services across the employee lifecycle
- Translating the People Strategy into practical delivery plans in collaboration with senior leaders
- Overseeing proactive talent acquisition and resourcing services
- Leading the use of people data and insights to improve service delivery and organisational decision-making
- Building trusted relationships with senior internal stakeholders
- Managing operational budgets and resources to ensure value for money
- Leading continuous improvement initiatives across People team practices and service levels
- Driving the development and optimisation of the HR information system (Oracle)
- Developing and governing HR policies to promote fairness, compliance and good people management practice
- Representing the People function across Civil Service networks and external partners
Experience
Proven senior leadership experience in a People or HR function, with a track record of delivering operational excellence and strategic insight across multiple HR disciplines including talent acquisition, employee relations, case management, HR systems and data analytics.

Qualifications
Relevant professional HR qualifications or equivalent experience are desirable but not mandatory.
Strong understanding of HR policies, governance and Civil Service standards is advantageous.
