The Digital Transformation Programme Delivery function is part of the Digital, Data and AI team within the Corporate Group. The Programme Delivery Team includes Programme Leads, Project Managers, Business Analysts, and Architects who work together to support all areas of Ofcom in delivering change through new tools, process improvements, and evolving internal and external offerings.
Senior Managers collaborate with key stakeholders to identify and resource new projects aligned with team strategies, ensuring funding and compliance with ICT and Ofcom policies. Project Managers deliver projects collaboratively, maintaining smooth progress and adherence to the Delivery Framework. Business Analysts support project processes by understanding business needs and working with technical teams to find solutions.
This role supports the £70m+ procurement of a refreshed IT Support Services. You will provide technical and operational expertise to complement Ofcom’s internal leadership, leading a consultancy to review current IT support arrangements, develop future service model options, and manage the procurement process alongside internal procurement experts.
You will coordinate end-to-end project work, manage dependencies, risks, governance, assure deliverables, and ensure a robust, compliant procurement process aligned with UK public sector requirements.
Experience
- Proven ability to plan, deliver, and close complex projects end-to-end within scope, time, budget, and governance requirements.
- Proficient in project methodologies including Agile, Waterfall, PRINCE2, and MSP.
- Strong understanding of governance frameworks, controls, and public sector procurement, including PCR 2015 and Procurement Act 2023.
- Experience managing budgets, financial forecasts, and multi-disciplinary teams.
- Skilled in stakeholder engagement, conflict resolution, and managing risks, issues, and change.
- Proficient with project tools such as MS Project, Planner, Azure DevOps, Jira, Trello, and Microsoft 365.
- Experience across IT services including service management and solution or technical architecture.
