About the Role
A fantastic one year fixed term or secondment opportunity has arisen for a Lead Statutory Return and Report Officer to join the Data & Intelligence team within the People Department at Enfield Council. In this role, you will lead the timely and accurate submission of statutory returns, performance development, and analysis services within children’s social care and education services. You will support and improve processes around data analysis and report production to inform the strategic direction of the People department and enhance operational activity, ensuring the timely and accurate production of management information.
You will work collaboratively with other statutory returns and report officers, collating, managing, and analysing data from various teams and services across the People directorate. Your work will support service performance, statutory returns, and the improvement of outcomes for children and young people in Enfield.
The role involves producing a wide range of reports using MS Word, PowerPoint, Power BI, and applying analytical techniques such as SQL, Power BI, and Business Objects. You will communicate findings and areas for improvement to a diverse range of stakeholders, ensuring data integrity and benchmarking performance against national and regional peers.
You will also work closely with children’s social care and education services to improve data quality within the Liquidlogic Children's Case Management and Access Synergy education systems. This role is integral to the ongoing children’s social care transformation programme, requiring you to check data quality, develop reports, generate insights, and submit statutory returns in partnership with service teams.
Strong organisational skills are essential to succeed in this fast-paced and demanding environment.
Experience
Proven experience working with children’s social care and education systems. Demonstrable ability to produce high-quality performance and/or statistical data, submit statutory returns accurately and on time, and present information effectively to a variety of audiences.
Advanced skills in backend SQL, MS Excel, and report writing using Power BI are essential. Experience with reporting tools such as Business Objects or similar packages is also required.
Experience working within a statutory service framework and understanding confidentiality issues is important.
About you
You have a strong awareness of children and education datasets and advanced knowledge of MS Office and reporting programmes including SQL, Business Objects, and Power BI.
You are an excellent communicator with strong interpersonal skills, able to influence and engage with a wide range of children’s social care and education professionals and other stakeholders.
You understand the UK General Data Protection Regulation (GDPR) and its application to client records and information sharing.
You are organised, motivated, and able to work effectively in a fast-paced environment.
Qualifications
An excellent level of literacy and numeracy is required. While specific qualifications are not detailed, relevant experience and skills in data analysis, reporting, and statutory returns are essential.
