About the Role
Enfield Council is seeking a Community Manager to join the Community Partnership Team, a key part of delivering a community-centric culture focused on supporting independence and enhancing life chances while maintaining safe, sustainable, and quality homes and estates. The Community Manager will deliver bespoke housing and tenancy management services, working closely with vulnerable households and communities to provide tailored support for tenancy sustainment, property management, and estate upkeep.
The role involves working with partners across the council and community to resolve complex challenges, reduce rent arrears and anti-social behaviour, facilitate access to healthcare and community resources, and combat social isolation. The postholder will carry out block and estate inspections to ensure compliance with health and safety standards.
Based on the Joyce and Snells Estate, currently undergoing major regeneration, the Community Manager will collaborate with Decant and Regeneration teams to support households through the rehousing process. This role offers valuable experience in regeneration and decanting projects without line-management responsibilities.
The position requires working in high-risk environments affected by issues such as sexual exploitation, organised crime, squatting, and substance misuse. Duties include late-night operations, joint police activities, patrols with residents, and monitoring empty properties with known risks. The role demands high physical confidence, situational awareness, and the ability to safely engage in volatile situations while maintaining strong partnership working with council and police colleagues.
There are no line-management or supervisory duties attached to this role.

Requirements

Experience
Experience working with vulnerable communities and managing complex casework is essential. Ability to work in high-risk environments and collaborate with multiple stakeholders including police and council partners is required.

Strong problem-solving skills to address local concerns and deliver effective solutions. High physical confidence and situational authority awareness to safely operate in challenging environments.

Qualifications
Relevant housing, community development or social care qualifications are desirable but not mandatory. Commitment to ongoing professional development and learning is expected.
