
Location
Hybrid working based at UK Health Security Agency core HQ in London, Canary Wharf. Hybrid model requires a minimum of 60% of contractual hours (approximately 3 days a week) working at the office. The HQ offices are modern, newly refurbished with excellent city centre transport links and co-location with other government departments including the Department for Health and Social Care (DHSC).

The Global Health Protection Directorate, part of the Chief Medical Advisor Group, coordinates global health projects including support for the WHO Global Alert and Response Network (GOARN). The Monitoring, Reporting, Evaluation and Learning (MREL) Senior Officer will work closely with the GHP MEL and Assurance Manager to implement and develop the GOARN monitoring, evaluation, reporting and learning framework. This role supports GOARN colleagues in delivering the Public Health Team Strategic Grouping and maturity assessment model, collaborating with WHO HQ Operations Support Team and global GOARN partners to monitor progress, ensure value for money, and support emergency preparedness and response initiatives.
The post holder will provide expert monitoring, evaluation and learning support, develop MREL processes, and generate evidence to inform reporting and strengthen project delivery. They will facilitate capacity building within GOARN to enhance colleagues’ ability to measure results and apply the framework, and support the management and facilitation of GOARN strategic groupings including the Public Health Team and Diagnostic Surge Capacity (DiSC) groupings.
Key responsibilities include planning and developing MREL activities, qualitative and quantitative evidence generation, designing internal evaluations, interpreting findings to inform learning, reviewing MREL systems for quality assurance, compiling and analysing monitoring data, and translating evidence into practical solutions to improve project activities. Occasional travel to WHO HQ in Geneva may be required.
Experience
- Degree in science, international or health subjects or equivalent experience in global public health sector.
- In-depth knowledge and practical experience with M&E tools including Theory of Change, Logframes, MREL plans, and indicator development.
- Experience with qualitative and/or quantitative tools, systems, methods, maturity models and workforce evaluation.
- Experience in global public health response or international development organisations designing, implementing and managing monitoring and evaluation in the health sector.
- Experience developing a range of (non-technical) staff in the subject area.
- Excellent communication skills with ability to train and develop others and relay complex technical information to non-technical audiences.
- Ability to analyse complex, conflicting information from multiple sources and present it in visually engaging ways.
- Ability to work independently and as part of a team.

Qualifications
- Degree or equivalent experience as noted above.
- Desirable: Understanding of public health/public sector and global public health infrastructure, especially in low and middle-income countries.
