The National Counter Terrorism Security Manager works within a small team reporting to the Head of Estates Security Resilience. Collaborating closely with the National Counter Terrorism Co-ordination Manager, this role is integral to the wider Estates Security Services team within HMRC’s Estates & Locations Directorate and People & Place Group.
The primary focus is to ensure preparedness to keep people, assets, and buildings safe from terrorism and other security incidents. Responsibilities include developing and maintaining intelligence and information networks, ensuring effective multi-directional communications, and fostering mutually beneficial internal and external partnerships.
Key duties involve seeking out intelligence, proactively assessing threats and risks, developing mitigations, testing preparedness and resilience, and recommending enhancements. The role also contributes to enhancing the skills, knowledge, and confidence of the national network of Incident Control and Operational Security Managers, identifying gaps in resilience, and researching and developing solutions.
The Counter Terrorism Security Manager develops and delivers threat assessment briefings to a wide audience across all organisational levels, provides advice and guidance on terrorism and security incidents, monitors emerging trends, and proposes innovative changes aligned with HMRC’s strategy.
This role requires UK-wide travel and occasional overnight stays to attend management meetings, workshops, and training.
Experience
Knowledge and experience of operational security, security resilience, and counter terrorism.
Proven ability to build excellent relationships across all organisational levels.
Experience in analysing and interpreting information to make sound, informed decisions and deliver business-focused solutions.
Experience managing intelligence feeds and disseminating information effectively.
Experience in managing assurance programmes and budget management is desirable.

Ability to meet nationality and residency requirements for National Security Vetting.
No specific formal qualifications mandated, but relevant experience and skills are essential.
