About the Role
Discover a career in your hands at HM Revenue and Customs (HMRC). Join the Chief Digital Information Office (CDIO) Service Portfolio Management team, which plays a vital role in delivering HMRC’s vision to be a trusted, modern tax and customs department. This team supports the government’s Tax Administration Strategy from 2020 to 2030, focusing on closing the tax gap, improving day-to-day performance, and driving reform and modernisation.

The CDIO Service Portfolio Management Practice owns an aggregate portfolio view of supply and demand across the HMRC IT estate, managing around 85 programmes and over 700 projects. This portfolio is large, dynamic, and highly complex, operating at or near capacity. Alongside the change portfolio, the team also ensures the day-to-day performance of HMRC’s IT infrastructure.

A maturity roadmap for the Service Portfolio Management Practice has been defined as part of the CDIO Target Operating Model, making this an exciting time to join and help shape the transition to a Service Portfolio practice aligned with the ITIL framework.

As a Portfolio Manager – Portfolio Segment Lead, you will lead a small team of Portfolio Analysts, overseeing portfolio pipeline planning and providing delivery assurance for an assigned portfolio segment aligned to strategic objectives. Your responsibilities will include:

- Driving product roadmap implementation to ensure alignment with organisational priorities.
- Ensuring work entering CDIO is of sufficient quality, strategically aligned, and delivery methods are defined before entry onto the product backlog.
- Managing prioritisation and scheduling escalations and decisions, leveraging wider organisational input where required.
- Aligning quarterly planning, delivery status, and exception reporting to senior audiences.
- Cross-portfolio planning, dependency, risk, and issue management to assure delivery.

Requirements

Experience
- Proven experience in a leadership environment.
- Demonstrated management of a diverse change portfolio.
- Strong senior stakeholder engagement skills.
- Experience leading and developing multi-disciplinary teams.
- Ability to balance multiple priorities and manage ambiguity, including influencing senior stakeholders.

About you
- Excellent interpersonal and communication skills with the ability to build strong relationships.
- Confident in discussing change impacts and supporting senior leaders in visualising changes to processes, systems, tools, and roles.
- Skilled in making decisions and recommendations to ensure alignment with IT and business roadmaps.
- Strong stakeholder management and engagement capabilities.

Qualifications
- Relevant qualification in Portfolio Management, such as Management of Portfolios (MoP), or extensive relevant experience.
- Desirable: Qualification in IT Portfolio Management or awareness of industry standards (e.g., ITIL, SAFe).
- Desirable: Qualification in Waterfall, Agile, or Scrum methodologies.
- Desirable: Experience in Service Portfolio Management aligned to ITIL standards.
