About the Role
Hello, we’re Starling. We built a new kind of bank because we knew technology had the power to help people save, spend and manage their money in a new and transformative way. We’re a fully licensed UK bank with the culture and spirit of a fast-moving, disruptive tech company. We’re a bank, but better: fairer, easier to use and designed to demystify money for everyone. We employ nearly 4,000 people across our London, Southampton, Cardiff and Manchester offices. We are seeking a commercial and collaborative Procurement Manager to join our Finance team's Vendor function. Reporting to the Head of Procurement, you will play a central role in shaping how we buy, negotiate, and manage key partnerships across technology, operations, and our people teams. This is a highly visible role where you will act as a trusted advisor to internal stakeholders, driving commercial value and championing procurement best practices across the entire business.

Responsibilities
Lead end-to-end procurement activity for complex, high-value contracts across technology, data, operational services, and people team categories. Develop and execute sourcing strategies that create genuine market competition and deliver measurable cost savings and value. Build and maintain commercial models from supplier quotes to identify negotiation opportunities and inform strategy. Own contract renewals, ensuring no auto-renewal is missed and every renewal is approached with a clear commercial plan. Negotiate contract terms, pricing, SLAs, and exit provisions that protect the business and reflect market rates. Manage agreements post-contract by measuring the relationship against agreed SLAs, engaging with internal stakeholders, and ensuring a regular cadence of MI meetings with material strategic suppliers. Look for opportunities to optimise vendor commercial and operational performance as well as internal processes. Identify, document, and agree requirements at the beginning of a project to provide clarity during contracting, negotiation, and sign-off. Maintain a sound working knowledge of category supplier capacities, market trends, and developments, attending trade events and conferences where applicable. Ensure all procurement and contractual workflows are maintained and up to date within the contract management system. Build healthy and productive relationships with key internal stakeholders within category spend areas. Act as a point of escalation, providing guidance and support to stakeholders across the organisation. Work closely with Vendor onboarding teams to ensure supplier onboarding aligns with process and regulations. Contribute to monthly reporting and updates to Executives (VMF). Champion procurement best practice across the business, improving commercial awareness and policy compliance.

Excellent negotiation skills with a demonstrable ability to achieve strong commercial outcomes. Contractually literate with the ability to negotiate around the finer points of an agreement. High standard of written output with the ability to produce clear, accurate, and commercially focused documents and analysis. Great relationship-building, communication, problem-solving, organisational, and time management skills, maintained with an overall collaborative approach. Ability to work with significant independence, exercise sound judgement in ambiguous situations, and take ownership of decisions.
