About the Role
We are seeking a Programme Controller to support the National Physical Laboratory's National Timing Centre Delivery Programme (NTCDP), a high-profile and complex initiative central to the UK's future Critical National Infrastructure. The NTCDP is the UK's first nationally-distributed timekeeping infrastructure, designed to provide trusted and assured time and frequency distribution, reducing reliance on Global Navigation Satellite Systems (GNSS) such as GPS.
This initiative underpins the resilience and security of Critical National Infrastructure sectors including energy grids, telecommunications (5G/6G), and financial systems. By establishing secure and reliable timing infrastructure, the National Timing Centre enhances the UK's competitiveness in global trade and manufacturing.
Reporting to the PMO Lead, you will provide programme controls across the NTCDP, ensuring all projects are maintained to the highest standards. Key responsibilities include supporting programme planning, scheduling and estimating; assisting with governance, issue resolution and change management; contributing to the setup, integration and ongoing management of programme controls across governance frameworks, board support, risk and opportunity management, assurance planning and delivery coordination, dependency and interface management; preparing reports for DSIT, NISTA and HMT; and monitoring and reviewing project performance.
Experience
- Experience working with complex projects and programmes
- Knowledge of change management within projects and programmes
- Familiarity with programme assurance frameworks, risk management standards, and control processes across the full lifecycle
- Experience applying project management processes and tools

- Desirable: Experience working with programmes on the Government Major Projects Portfolio
Qualifications & Security
- To work in this role within the Time & Frequency department, you must have SC security clearance with no restrictions or the ability to obtain SC clearance
- BPSS security clearance is required to work at NPL
