About the Role
We are recruiting for a Project / Change Manager to support the Residents’ Hub transformation programme. Tower Hamlets is a diverse and vibrant borough in the heart of London, with ambitions to improve the lives of its 332,000 residents. The Residents' Hub Transformation Programme is a major initiative redesigning how residents access council and partner services, focusing on creating simpler customer journeys, improving access to support, and increasing resolution at first contact.

The Project / Change Manager will lead engagement, communications, and change management activities to ensure successful adoption of new ways of working across the Council. You will work closely with services, stakeholders, and partners to develop and deliver change interventions supporting staff through the transition from the current model to the future service.

In addition to change management, you will provide project management support across the programme, coordinating workstreams, managing dependencies, monitoring delivery, and ensuring milestones are achieved. Working alongside the Transformation Portfolio Manager and wider programme team, you will maintain momentum, resolve issues, and support effective programme governance.

You will collaborate with HR and service managers to assess organisational impacts, develop change approaches, and ensure staff are equipped with the knowledge, skills, and confidence needed to adopt new processes and ways of working. Using a range of change management techniques, you will encourage engagement, build readiness for change, and support long-term adoption.

Internal communications are key to this role. You will develop clear and compelling communications for a wide range of stakeholders to ensure staff, partners, and residents understand the programme's vision, progress, and benefits.

The role involves producing a variety of project and change management products including project plans, stakeholder analyses, equality impact assessments, change readiness assessments, communications plans, engagement plans, learning and development plans, and governance reports. You will also provide hands-on support to teams and managers throughout implementation to embed change and realise programme benefits.

Requirements

Experience
Proven experience delivering complex transformation programmes and business analysis, preferably within a local government context. Expertise in change management and building relationships at all organisational levels. Experience of Customer Services is a strong advantage.

Self-motivated and proactive ‘doer’ able to manage and deliver key projects independently. Skilled at presenting complex work clearly and concisely. Strong relationship builder who can engage and bring people on board with change initiatives. Comfortable working in a hybrid environment with presence in the Whitechapel office three days per week.

Qualifications
