Enfield Local Authority SEN Service is looking for a Programme Manager for the next 18 months, that has SEN operational and legislative knowledge, that is, knowledge of the EHCP process, general Children and Families Act 2014, and SEN Code of Practice legislation. This is an opportunity to work on and deliver a high profile programme of innovation comprising of 6 SEN projects ranging from early years to post 16. This is an exciting time to join a team, that is also working on the Change Programme, which is the legislation that supports the improvement plan for the recent SEND Green Paper. We are looking for an experienced SEN programme leader with a high level of negotiation skills to work with the SEND Partnership, including, education, health and social care. You will need to be a shaper and influencer and someone who is keen to get the job done in an innovative and positive way. You will need to have good programme management skills to deliver returns to the Department for Education and CIPFA as well as to the Head of SEN and Executive management team at Enfield Council. Candidates should be passionate about improving outcomes for children within the borough, innovative and highly motivated to support and effect change and have evidenced based practice of high-quality co-production. We would also like to have someone that can develop other sources of funding to support the embedding of the programme once the grant is completed. You will need up to date knowledge and experience of implementing SEND procedures and legislation and an understanding of data development, forecasting, planning and presentation. You will have a strong track record of successful leadership and management and a proven track record of managing complex education, multi-disciplinary partnerships to create effective change and positive outcomes for children, young people and the SEN partnership. The successful candidate will be responsible for line management and for managing any consultants recruited to support the development of the programme. An external candidate, including Enfield Council agency workers, would be appointed on a fixed term contract, whilst internal candidates who are Council employees, would normally be expected to take up the post on a secondment basis. To be eligible to apply for a secondment, Enfield Council employees must have completed probation and must have discussed/agreed the proposed secondment with their line manager. Fixed term contracts may be considered where a secondment is not possible. Secondments are the temporary loan of an employee from one part of the organisation to another part of the organisation and rely on the secondee to return to their substantive position on completion of the secondment. Those members of staff that are at risk of redundancy and on the Council’s redeployment register will be considered first.
