The Spectrum Group sets the long-term strategy for spectrum use in the UK, managing demand, clearing, awarding, and licensing radio spectrum that enables wireless technologies such as TV, mobile, satellite, Wi-Fi, Bluetooth, and drones. Spectrum is essential to everyday life, connecting mobiles, wireless devices, satellites, emergency services, and broadcasting.

The Spectrum Policy teams, consisting of around 30 colleagues with general policy backgrounds, drive next-generation wireless solutions by exploring trends and developing policies that balance stakeholder needs and enable innovation.

The successful candidate will undertake a range of policy activities including managing key projects and leading workstreams. Current focuses include auctioning mobile spectrum licences for 5G, future 6G spectrum needs, improving Wi-Fi, and expanding satellite services.

You will apply critical thinking to complex policy problems, develop strategic spectrum management approaches, collaborate with internal experts, and lead the drafting of policy consultations and decisions. The role involves independent work and teamwork, reporting to senior colleagues depending on project needs.

Regular collaboration across Ofcom groups such as economists, lawyers, and engineers is essential. You will also engage externally with sectors and stakeholders to represent Ofcom’s position and gather market insights to inform policy.

Key responsibilities include leading policy thinking on wireless developments, project managing policy initiatives, collaborating across disciplines, developing and drafting consultations and decisions, representing Ofcom externally, and contributing to innovative spectrum management approaches.

Requirements

Experience
Significant experience in policy development within government, regulatory bodies, industry, or companies.

Ability to anticipate market and technology trends and align current work with long-term objectives.

Strong communication skills to explain complex policy issues clearly in writing and orally to diverse audiences.

Analytical skills to interpret data and evidence, engage with legal, economic, and engineering specialists, and develop evidence-based recommendations.

Project management skills with a focus on delivery, prioritisation, and meeting deadlines.

Collaborative skills to work effectively across disciplines and build robust, joined-up policy solutions.
