About the Role
The Security Industry Authority (SIA) is an executive non-departmental public body sponsored by the Home Office, established in 2004 to regulate certain activities in the private security industry. We employ nearly 400 staff and operate independently of government. We are preparing to take on new responsibilities as the regulator of Martyn’s Law, introduced by the Terrorism (Protection of Premises) Act 2025, which aims to improve protective security and preparedness at premises and events across the UK.

Martyn’s Law requires premises in scope to be prepared to keep people safe in the event of an attack, with certain larger premises and events needing to reduce their vulnerability to terrorism. The SIA will regulate this civil regime supportively, proportionately, and robustly, with new guidance, investigatory and inspection functions, and a range of powers and sanctions. These new functions will complement our existing responsibility for regulating the private security industry.

We are seeking an experienced intelligence leader to join us as Senior Manager - Reporting & Development. In this pivotal leadership role, you will oversee the delivery of high-quality intelligence reporting, development, and triage that supports strategic decision-making and operational success. Working closely with the Head of Intelligence (Reporting & Development), you will shape priorities, strengthen governance, and ensure intelligence is translated into actionable insight.

You will lead and inspire two specialist teams, providing clear direction, coaching, and professional development while fostering a culture of collaboration, innovation, and continuous improvement. You will manage performance, quality standards, and operational delivery to ensure intelligence products are accurate, timely, and aligned with organisational priorities.

Collaborating with senior leaders across the organisation, you will champion intelligence-led decision making by improving reporting, refining referral and tasking processes, and identifying opportunities to enhance intelligence collection, analysis, and sharing. You will also build strong partnerships with law enforcement agencies, government departments, and other external stakeholders to maximise organisational impact.

Requirements

Experience
- Significant experience leading intelligence teams in a regulatory, law enforcement, or public sector environment.
- Proven experience setting direction, managing performance and attendance, coaching, and building capability and professional standards.
- Demonstrable experience introducing new technology, digital tools, or workflow improvements in an intelligence or operational environment.
- Experience overseeing the design and delivery of dashboards and management information to inform strategic and operational decision-making.
- Strong understanding of information governance and data-handling legislation (e.g., Data Protection Act, UK GDPR, FOIA, HRA) and proven ability to apply these in practice.
- Demonstrable experience establishing quality assurance processes to ensure accuracy, consistency, and integrity of intelligence reporting and development products.
- Strong organisational skills with the ability to plan, prioritise, coordinate competing workloads, meet deadlines, and manage delivery through others in fast-paced environments.
- Excellent written and verbal communication skills, including the ability to translate complex information into clear, concise reports, briefings, and presentations tailored to different audiences.
- Good general IT literacy (e.g., Microsoft Office) and experience working with organisational data/reporting platforms or case/CRM systems at the level required to manage delivery and quality.

You are confident working with data, dashboards, and management information, using evidence to drive improvements and support strategic planning.

Qualifications
- Desirable qualifications include practical understanding of legislation governing the regulator’s statutory duties, powers, enforcement activity, and regulatory products.
- Intelligence Professionalisation Programme (IPP) qualifications from the College of Policing are advantageous.
- Practical knowledge of i2 intelligence software, including iBase and Analyst Notebook, with experience building queries, collating, and displaying information using these systems is desirable.
