About the Role
Future Civil Service Group (FCS) is the strategic and functional centre for the Government People Function and human resources (HR) in the Civil Service. Led by senior leadership, FCS supports over half a million civil servants by improving recruitment, training, workplace policy, HR strategy, and management excellence.

This high-profile role places you at the heart of government transformation, directly supporting ministerial and strategic priorities to simplify and improve recruitment across government. You will establish yourself as a trusted consultant and subject matter expert, setting best practice standards for senior leadership and HR departments.

Key challenges include making the Civil Service an employer of choice, especially for the Senior Civil Service, by identifying and removing barriers to attracting top talent and creating a candidate-focused recruitment standard. You will drive improvements through the Recruitment Test and Learn programme, promote innovation, and evaluate impacts.

You will also support the transition away from Success Profiles by developing guidance and good practice to help candidates and the Civil Service adopt a more flexible and robust selection approach. Engaging with a diverse range of stakeholders across government and industry, you will coordinate activities to strengthen the team’s role as a centre of recruitment expertise.

As the primary source for cross-government recruitment policy advice, you will draft clear briefings for Ministerial speeches and parliamentary correspondence in a fast-paced, dynamic environment.

Requirements

Experience
Associate Membership CIPD or comparable HR experience is essential.
Proven track record managing multiple HR projects concurrently, meeting competing deadlines through effective project planning and prioritisation.
Demonstrated ability to adapt to changing priorities and use initiative to achieve objectives without established guidance.
Experience developing and maintaining trusted working relationships with internal and external stakeholders, collaborating effectively across boundaries.
Excellent written and verbal communication skills, with the ability to persuade and influence through clear, concise, and impactful policies and briefings.
Proven ability to use data and evidence to identify barriers within HR and recruitment processes and develop strategic solutions.
