About the Role
HM Land Registry is seeking to appoint a Software Asset Management (SAM) Lead at SEO level and an IT Asset Manager at HEO level to join the IT Service Management Practice within the Transformation and Technology directorate. These roles are pivotal in ensuring the organisation’s IT assets and software licences are managed efficiently, optimising asset use, ensuring compliance, and supporting the overall IT strategy.
The HEO IT Asset Manager role involves managing the lifecycle of IT assets, including planning, procurement, deployment, maintenance, and retirement. You will provide licensing and SAM process advice, support optimisation and consolidation efforts, and use tools such as Snow, Excel, and Power BI to analyse software, entitlement, and infrastructure data. Key responsibilities include identifying risks and optimisation opportunities, supporting deployments and onboarding to the Approved Software Register, reviewing alerts and asset status, validating effective licence positions, completing audits, and reporting to support SAM team KPIs.
The SEO Software Asset Management Lead will lead SAM activities, governing software assets, licences, agreements, entitlements, and usage data throughout their lifecycle. You will work collaboratively with stakeholders across service, product, commercial, finance, security, architecture, suppliers, and business areas to improve compliance, reduce risk, optimise value for money, and support excellent customer outcomes aligned with HM Land Registry values and the DDaT/GDS Asset and Configuration Management framework. This role includes managing high-risk, high-value vendors such as IBM, Microsoft, Oracle, Red Hat, and AWS, strengthening controls and reporting, providing expert licensing advice, and representing SAM in governance forums. You will also coach team members and champion organisational values.

Experience
- Experience using SAM and reporting tools such as Snow, Excel, and Power BI to analyse complex licence, entitlement, usage, and inventory data.
- Experience interpreting licence agreements, validating effective licence positions, and identifying software compliance risks and opportunities.
- Experience producing clear insight, reports, and recommendations for senior stakeholders using data.
- Experience working collaboratively with commercial, finance, architecture, service, security, supplier, and technical teams to improve software control and value.
- Experience embedding process improvement, governance, and continual service improvement in a service management environment.
- Experience building trusted stakeholder relationships and communicating complex technical or commercial issues clearly.
- Experience coaching, guiding, or developing others and supporting a professional, inclusive, and customer-focused team culture.
- Experience contributing to audit, risk, assurance, or security governance forums.

- Demonstrable track record in quantifying and delivering savings and risk mitigation.

Qualifications
- Recognised Software Asset Management or IT Asset Management qualification such as CSAM, ITAM Foundation, or equivalent.
- ITIL Foundation or equivalent practical service management experience.
- Practical understanding of the DDaT/GDS Asset and Configuration Management framework, including managing service compliance and risk at practitioner level (required for SEO role).
- Knowledge of SaaS, cloud consumption, FinOps principles, and emerging software optimisation approaches (required for SEO role).
