About the Role
We are recruiting for a Transformation Portfolio Manager to lead the Residents’ Hub transformation programme. Tower Hamlets is a diverse and vibrant borough in the heart of London with a population of 332,000 residents. The Council is committed to improving lives by tackling inequality and providing accessible, local face-to-face services, which are essential for many residents facing digital, language, or other barriers.

The Residents' Hub Transformation Programme is a major initiative to redesign how residents access council and partner services across the borough. This programme will develop a new place-based service model that integrates services locally, simplifies customer journeys, improves access to support, and increases resolution at first contact. The programme is focused on tackling inequality, improving resident outcomes, and delivering services that work for our communities.

As Transformation Portfolio Manager, you will provide overall leadership, coordination, and assurance across the programme, ensuring successful delivery of agreed benefits through effective governance, risk management, and cross-council collaboration. You will lead the programme from discovery through to implementation, managing multiple workstreams, services, and partners to create a shared vision and deliver sustainable change.

You will manage a flexible programme team and lead the development of innovative solutions that challenge traditional ways of working. Working closely with senior leaders across the Council and partner organisations, you will translate strategic ambition into deliverable plans, ensuring the programme remains focused on resident outcomes, value for money, and measurable benefits.

The role involves working across council services and with external partners to shape a multidisciplinary offer that meets the needs of local communities. This includes collaborating with stakeholders from public services, health partners, community organisations, and neighbourhood teams to create a more joined-up and accessible experience for residents.

Requirements

Experience
Proven track record of delivering complex transformation programmes, preferably within a local government context. Demonstrated ability to lead and coordinate large-scale change initiatives and deliver improved outcomes for residents and organisations.

About you
Outstanding programme management skills with the ability to build strong relationships at all organisational levels. Confident in supporting and challenging workstream and project leads across diverse areas such as service redesign and data insights. Skilled at influencing senior leaders, elected members, and external partners to drive decision-making and change.

Qualifications
Relevant qualifications or equivalent experience in programme or project management are desirable but not explicitly stated. A commitment to continuous professional development and a passion for public service transformation are essential.
