About the Role
Government Skills is undergoing an exciting period of expansion and transformation, supporting the establishment of the National School of Government and Public Services to develop a world-class, professional Civil Service. The new school will align training with government priorities, introduce a streamlined curriculum designed and delivered in-house, and invest in public sector leadership.
Within Government Skills, the Design and Delivery team curates, designs and delivers high-quality learning opportunities to equip civil servants with the skills and knowledge needed to deliver excellent public services. The Line Management Capability (LMC) programme within this team delivers Line Management Standards, high-quality management training including an Accredited Pathway, and raises the profile and accountability of line management.
As Assistant Learning Product Owner, you will primarily oversee the Accredited Pathway programme focused on building leadership and management capability for Senior Civil Servants (SCS). You will act as assistant lead for the programme, managing onboarding, engagement, learning design and delivery, governance, data reporting, and day-to-day operations of this large-scale learning programme.
The Accredited Pathway pilot launched in June 2025 targets Deputy Director (SCS1) roles with line management responsibility. This seven-month programme, developed with the University of Leeds, leads to a Level 7 certificate and Chartered Fellow status from the Chartered Management Institute. It consists of five modules aligned to the Civil Service Line Management Standards: Self-effectiveness, People, Decision, Change, and Delivery.
Following the pilot, you will support the review and redesign ahead of wider launch. The role offers opportunities to design and deliver other leadership and management courses for SCS audiences, build relationships across government, and influence leadership capability within the Civil Service.

Experience
- Proven track record delivering large, multi-stakeholder programmes from design to live operation, translating strategy into delivery with benefits realisation
- Experience leading learning and development interventions and designing impactful learning in face-to-face and/or virtual environments with a strong understanding of adult learning theories and methodologies
- Stakeholder and contract management experience, managing multidisciplinary stakeholders, external suppliers, and subject matter experts
- Experience overseeing the end-to-end learner journey and operational management of learning and development programmes
- Strong communications and stakeholder engagement skills, capable of briefing and building relationships across government
- Ability to work collaboratively with strong organisational skills, balancing multiple priorities and managing changing demands
- Experience designing and leading evaluation frameworks, using data to drive continuous improvement and demonstrate impact

Qualifications
- Desirable: Understanding of Learning Management Systems (LMS) for course structuring and reporting
- Desirable: Foundational multimedia production skills including video editing, audio recording, graphic design principles, and image editing
- Desirable: Experience with Virtual Learning Environments and generative AI tools in learning content design
- Desirable: Experience working with senior leaders and understanding their expectations and challenges
