About the Role
The Government Skills Group aims to improve the coherence and quality of learning and development across government by providing better training, knowledge, and networks. It supports The Campus, a unified learning environment for over 450,000 Civil Servants across Government. Government Skills will become the National School of Government and Public Services in Autumn 2026.

Within Government Skills, the Design and Delivery Team curates, designs, and delivers high-quality learning opportunities that equip Civil Servants with the skills and knowledge needed to deliver excellent public services. The team operates flexibly, with senior members leading and contributing to multiple workstreams, offering excellent developmental opportunities.

As a Learning Designer, you will lead the design and development of innovative, evidence-based learning products for Civil Servants of all grades across face-to-face, hybrid, and virtual environments. You will create, test, evaluate, and refine learning solutions ensuring alignment with governance, quality assurance, and accessibility standards. You will facilitate learning events and workshops to support organisational goals, manage competing priorities, and build productive relationships with stakeholders across departments and networks.

Additionally, you will lead and participate in communities of practice, mentor internal teams and delivery partners, develop train-the-trainer materials and design standards, and contribute to the professionalisation of learning and development across the Civil Service. The role also includes line management responsibilities for HEO Learning Design and Delivery Officers.

Requirements

Experience
- Designing and developing creative, impactful learning interventions for Civil Servants in face-to-face and/or virtual environments.
- Applying adult learning theories, approaches, and methodologies to learning design.
- Facilitating high-impact learning interventions for Civil Servants of all grades.
- Using collaboration and consultancy skills to build effective working relationships with diverse stakeholders.
- Managing multiple projects with competing priorities and solving problems effectively.
- Experience with Learning Experience Platforms (LXP), digital learning platforms such as Articulate Rise, accessibility standards (WCAG), and inclusive design principles.

Qualifications
- Desirable: Understanding of Learning Management Systems (LMS) for course structuring and reporting.
- Foundational multimedia production skills including video editing, audio recording, graphic and image design.
- Experience with Virtual Learning Environments and generative AI tools.
- Line management experience.
- Level 5 CIPD Learning & Development qualification or equivalent is desirable.
