About the Role
As Data and Performance Manager within the high-profile Housing Needs service, you will play a key role in driving Westminster’s success by ensuring data, insight and business intelligence underpin operational performance. You will support strategic decision making across homelessness, rough sleeping, housing and temporary accommodation services by providing inspirational leadership on data quality, performance management, business intelligence and statutory reporting.
You will lead the development, implementation and continuous improvement of performance frameworks, ensuring senior colleagues have timely and accurate data to inform their decisions. Acting as the service lead on performance data, you will promote a culture of evidence-based decision making, analysing qualitative and quantitative information to identify trends, risks, opportunities and service improvements.
Your responsibilities will include coordinating statutory, regulatory and performance returns to government bodies and stakeholders, supporting strategic projects, service transformation programmes and change initiatives. You will develop effective relationships with internal teams, commissioned providers, partner agencies and elected Members.
Additional duties include leading benchmarking, research and performance analysis to identify innovation and best practice, promoting coordinated approaches to preventing homelessness and rough sleeping through effective use of performance information, and ensuring commissioned services adopt robust performance management and person-centred delivery approaches.

Experience
Proven experience leading and developing performance, data, intelligence or business improvement functions within a large organisation. Experience delivering strategic and operational performance management arrangements that support organisational objectives. Skilled in analysing complex financial and performance data and translating findings into actionable recommendations. Experience leading projects and service improvement programmes in complex service environments. Proven experience in procurement, contract monitoring and supplier relationship management.

Highly motivated and strategically minded with a strong understanding of housing needs services, data analysis and reporting. Inspirational leader and coach with the ability to work effectively in politically sensitive environments. Skilled at fostering collaboration across teams to drive progress and innovation. Excellent written and verbal communication skills, capable of engaging diverse audiences and producing clear reports, presentations, charts and dashboards. Imaginative problem solver and critical thinker focused on delivering practical solutions. Able to translate strategic priorities into operational plans and measurable outcomes. Confident user of Microsoft Office with advanced Excel skills; experience building Power BI dashboards is desirable.
As a team manager, you will support and develop a team of four to enhance their reporting skills and meet the data needs of the Housing Needs service.
Qualifications
