About the Role
This is an exciting fixed-term contract and/or secondment opportunity for 12 months to join the London Borough of Ealing as an Evaluation Specialist. You will lead evaluation capacity building activities across a high-profile programme focused on tackling health inequalities, working at the intersection of local government, academia, and community organisations. The role offers a strong blend of strategic influence and hands-on delivery, supporting teams to design robust evaluations, build their capacity, and embed a culture of learning and reflection.

The post is part of Evidence and Learning for Health, the NIHR Health Determinants Research Collaboration (HDRC) Ealing, a £5 million funded initiative to research and evaluate health determinants in Ealing. This partnership includes local community organisations and leading academic institutions, aiming to promote healthier, thriving, and equitable communities through stronger community involvement in research and evaluation.
Key responsibilities include building evaluation capacity across council teams and community partners by providing guidance, coaching, and practical support; co-developing robust evaluation approaches such as theories of change and evaluation frameworks; advising on data collection methods; supporting synthesis of evaluation findings; delivering training on Measurement, Evaluation and Learning (MEL); collaborating with academic and community partners on research funding and evaluation projects; and supporting developmental evaluation of the HDRC programme as evaluation co-lead with LSHTM academic partners.
This role is offered as a 12-month fixed term contract to provide maternity cover. Secondments from academic institutions and voluntary/community sector organisations are welcomed.
Experience
Expertise in diverse evaluation approaches including qualitative methods, systems-informed methods, Measurement, Evaluation and Learning (MEL), and developmental evaluation. Proven ability to deliver training and support on evaluation. Strong understanding of local government, academic, and voluntary/community sectors.

Qualifications
A Masters degree (or equivalent evaluation experience) in public health, evaluation, or related fields.
